Maldon District Council is working in partnership with Essex Shared Services to support the role of ICT Technical Manager, a full-time position offering hybrid working with an expectation of attending the office 1 - 2 days per week depending on business needs.

Role Purpose:

  • Provide operational leadership and professional oversight for the delivery of ICT projects, ensuring change is planned, governed and delivered effectively.
  • Ensure compliance with council policies, governance arrangements, technical standards and relevant legislation in the delivery of ICT projects and change activity.
  • Enable the successful delivery of ICT and digital priorities by coordinating project delivery and managing dependencies across ICT teams, services and suppliers.
  • Provide leadership and direction to ICT Project Officers, ensuring project work is prioritised, resourced and delivered to agreed standards, timescales and quality.
  • Ensure ICT projects are delivered in a controlled and proportionate manner, with risks, issues and interdependencies identified, managed and escalated appropriately.
  • Ensure effective transition of ICT projects into business-as-usual services, working closely with ICT support and technical teams to achieve stable, secure and supportable outcomes.
  • Drive continuous improvement in ICT project delivery, governance and ways of working, embedding consistency, learning and best practice across the service.
  • Be a role model for the service, demonstrating professionalism, integrity, resilience and compassion, with a strong focus on communication, leadership, personal development and wellbeing.

Accountabilities:

  • Lead and coordinate the delivery of ICT projects, ensuring they are planned, governed and delivered in line with agreed priorities, standards and timescales.
  • Provide line management and professional leadership to ICT Project Officers, including allocating work, setting expectations, monitoring delivery and supporting development.
  • Oversee project governance, ensuring risks, issues, dependencies and decisions are identified, managed and escalated appropriately through agreed governance routes.
  • Work closely with service areas, ICT colleagues and suppliers to ensure project requirements are understood, communicated and delivered effectively.
  • Ensure ICT projects transition smoothly into business-as-usual service, supporting appropriate handover, documentation and operational readiness.
  • Maintain oversight of project delivery performance, using management information to monitor progress, quality and capacity and inform planning and prioritisation.
  • Support continuous improvement of ICT project delivery, governance and ways of working, embedding learning and consistent approaches across the team.
  • Act as a senior operational point of contact for ICT project delivery, providing assurance, advice and escalation support to the Head of ICT and stakeholders.

The Experience You Will Bring:

Knowledge and Qualifications:

  • The ideal candidate will hold a degree-level qualification in IT, digital, project management or a related field, supported by a recognised project management qualification or substantial experience delivering ICT projects at a senior level.
  • They should demonstrate ongoing professional development, strong leadership capability, and a solid understanding of ICT project delivery within a local authority or similarly complex environment.
  • A strong grasp of ICT systems, digital solutions, project governance, risk and change management, and the relationship between project delivery and business-as-usual support is essential.
  • Knowledge of information governance, data protection, cyber security, supplier management, and continuous improvement approaches is also required, along with an understanding of council governance and the wider public-sector context in which ICT projects operate.

Experience:

  • The successful candidate will have significant experience delivering ICT or digital projects within a local authority or similarly complex public-sector environment, with proven ability to coordinate project planning, delivery, monitoring and dependency management.
  • They should have experience supervising project or technical staff, working within formal governance frameworks, and engaging effectively with internal teams, senior stakeholders and external suppliers.
  • Strong skills in managing risks, issues and change are essential, along with experience supporting smooth transition into business-as-usual services.
  • The role also requires the ability to manage multiple deadlines in a fast-paced environment and contribute to service improvements through lessons learned and enhanced delivery approaches.
