Basildon Borough Council is delighted to be supporting Basildon Council to recruit a temporary Housing Planned Works Manager on a 6 month basis in their Property, Asset Management & Development team.
Job Purpose
This is a key post within Housing Property Services with responsibility for ensuring the Council’s 11,000 social rented homes are well maintained, have modern facilities, are safe, secure and affordable to heat. The postholder will be responsible for the delivery of major investment programmes to the Council’s housing assets within the context of its 30-year Business Plan. The post holder will head up the Planned Works team, which is responsible for the delivery of:
- Cyclical and planned projects to the Council’s housing stock.
- Gas heating installations.
- Minor and major adaptations to properties.
- Fire and flood damaged projects.
- An effective, innovative and quality service to all stakeholders and customers.
- The Council’s strategic housing asset management function in relation to housing.
- Be responsible for delivering all works on time and within set budgets.
Duties:
- To be responsible for the effective delivery of major cyclical, planned and improvement work programmes in line with Asset Management Strategies in liaison with the Property Services Manager.
- To be responsible for projects and budgets with an overall value of up to £35 million and to provide the Property Services Manager regular updates on expenditure against allocated budgets to ensure effective control on managing budgets is maintained.
- To identify and submit to the Property Services Manager for approval, adjustments to the major capital and revenue programmes to ensure budgets are effectively managed.
- To be responsible for developing and managing a resource plan for delivering the major programmes and projects and to manage the team effectively to ensure delivery of agreed programmes.
- To liaise with the Asset Strategy team in developing the next year and 5-year workload requirements and to ensure there is a clear programme of works for annual delivery and a budget for the programme and each element within the programme.
- To lead and chair project progress review, formal consultation meetings such as Core Group and regular monthly team meetings.
- To work with the Council’s Economic Development and Procurement Teams to ensure that suitable targeted recruitment and training language is embedded in contracts.
- To be responsible for ensuring contractors deliver on agreed targets in relation to apprenticeships, under-representation in the workforce and opportunities for small and medium sized businesses.
- To be the key contact for the Property Services Manager for major contracts which are to be delivered by the Planned Works team are being procured.
- To ensure specifications and contract documents are appropriate and fit for purpose.
- To be responsible for preparing specifications and contract documents, and for procuring contracts up to a value of £250k, in conjunction with the Council’s Procurement and Legal Teams and in accordance with agreed timescales.
The Experience You Will Bring
- Significant experience in a senior role of building and leading a programme delivery team.
- Have experience of delivering major cyclical maintenance and capital works in the region of £20 million pa.
- Experience of contract preparation and procurement.
- Experience of Joint Contract Tribunal building contracts.
- Making presentations at Council or Board Level.
- Experience of working in a technical management/supervisory role, including leading a team to deliver high standards of service.
- Relevant professional qualification in a related discipline (e.g. architecture, construction, engineering, building surveying).
