At Essex County Council , we’re seeking a forward-thinking Fleet Manager to lead our Fleet Team and a dedicated team of professionals. This is your opportunity to shape the future of fleet operations—specifying, sourcing, and managing a diverse range of commercial vehicles that support vital public services across the county.

The role will occasionally require travel to meet with suppliers at client sites or other company locations, outside of an ECC base. While not essential, having a valid driving licence and access to a vehicle would be beneficial.

What You’ll Be Doing

No two days are the same. Your role will be central to keeping Essex moving efficiently and safely. You’ll:

  • Lead the specification and procurement of commercial vehicles—from light vans to specialist fleet—ensuring they meet operational, environmental, and safety standards.
  • Collaborate with service teams to design vehicle builds tailored to specific needs, including accessibility, equipment fit-outs, and sustainability goals.
  • Manage supplier relationships and contracts, overseeing vehicle replacements, leasing agreements, and maintenance schedules.
  • Ensure compliance with all legal and safety requirements, including MOTs, inspections, and fuel card usage.
  • Use data to monitor fuel efficiency, emissions, and lifecycle costs—driving smarter, greener decisions.
  • Support your team’s development and wellbeing, fostering a culture of continuous improvement.
  • Oversee permits for schools and charities, and manage civic duties like the council’s official car and EV vehicles.
  • What You’ll Need

  • A Certificate of Professional Competence (CPC) for both Passenger Transport and National Freight.
  • Proven experience in the motor vehicle industry , particularly with commercial and specialist vehicles.
  • Strong leadership and people management skills.
  • Expertise in vehicle specification, procurement, and supplier negotiation .
  • A data-driven mindset with a knack for process improvement.
  • Flexibility, resilience, and a proactive approach to change.
