Castle Point Borough Council is seeking to appoint an Estates & Asset Manager on an initial 3–6‑month basis to support the Assistant Director of Estates. The role will be based in the office for a minimum of 3 days per week (preferably 4 or 5 days).
The Estates Management Service will manage the Council’s owned premises (non‑housing stock) and ensure statutory compliance, in assistance from the in‑house H&S Advisory Team. The role also involves the management, training, retention and development of the Estates and Asset Team.
Role purposeTo ensure that the authority has an effective Estates Management function in respect of Council owned premises, either directly occupied by the Council, vacant or leased to third parties, and to provide effective contract and relationship management in respect of contractors and suppliers engaged in services relating to the operation of council’s assets. To deputise for the Assistant Director (Estates) as and when required.
Key responsibilities- To contribute to achieving the Council’s corporate plan objectives and priorities
- To contribute to achieving the Council’s agenda for achieving continuous improvement in service delivery
- Actively engage with Members, providing briefings and responding to enquiries on all property and assets matters
- Prepare high-quality reports and business cases for senior management and committees to support informed decision-making
- Maintain and update a Property Asset Management database, ensuring that records are kept up to date, ensure reporting on statutory compliance and have a case management system
- Provide effective contract and relationship management with contractors and suppliers engaged in services relating to the operation of council’s assets
- Adhere to safe systems of work and comply with health and safety requirements
- Provide a Commercial Estate Management service for the council’s non housing stock
- Effectively line manage the Estates Team, providing clear strategic direction
- Manage lease and property events pro-actively
- Attend out of hours meetings (with advance warning)
- Provide advice and assistance in Emergency Planning
- Act as the Highways point of contact between Castle Point and Essex County Council
- Inspect and survey properties as required
- Local Government experience
- Experience of working with and engaging Council members
- Good knowledge of Landlord and Tenant legislation and contract law
- Experience with instructing and monitoring external consultants and good knowledge of Governance issues
- Holding a degree in a relevant field and a full corporate member of a professional body such as the RICS or BIFM (Member or Fellow)
- Strong management experience
- Own car and ability to drive to appointments across Castle Point/ Essex
