Essex County Council is delighted to be supporting Harlow District Council to recruit an interim Water Hygiene Compliance Officer on a 6-12-month basis. Harlow Council is proud to be delivering on its mission to invest in housing and rebuild the town - and we are looking for a skilled and motivated Water Hygiene Officer to join our Compliance team and help us make a real difference.
In this key role, you will be working both on-site and in the office, so flexibility in your approach is essential. You will be part of a team that is committed to providing high-quality services to our residents, and we are looking for someone who shares that passion. We are seeking a well-organised individual who can plan and manage their time effectively, and who takes pride in delivering excellent service. You will need to bring strong technical and practical experience, along with sound knowledge of Water Hygiene Safety legislation.
The role
Working as part of a very busy Housing & Property Operations team within Harlow Council, you will assist in providing an accurate and efficient assurance service for all built assets. You will specifically be responsible for site surveys, quality inspections, specifications and schedules of work, report writing and provide oversight to hot and cold-water systems, their maintenance, PPM and refurbishments for Housing and Non-Housing projects.
Main Responsibilities
- Be instrumental in the development and ensuring implementation of Harlow Councils Water Hygiene Improvement Plan.
- Report to and support the role of Building Services Manager (compliance) and Head of Technical Compliance.
- Assist in the production of position statements on relevant technical guidance.
- Build and maintain positive relationships with contractors and service users.
- Develop, maintain and contribute to the improved culture of planned and preventative maintenance (PPM).
- Carry out surveys of hot and cold water systems.
- Evaluate risk assessments on the condition, lifecycle and expiry of mechanical installations.
- Design new mechanical installations, including material and workmanship specifications.
- Review, update and maintain real-time KPI data for compliance monitoring of the Council assets.
- Manage the Legionella Risk Assessment and written scheme programme.
The experience you will bring
- Good working knowledge of the Health and Safety at Work Act 1974.
- Level 2-3 plumbing qualifications.
- BOHS P901: Legionella Management or an HABC Level 2 Award in Legionella Awareness or equivalent experience.
- Experience working within local authority environments.
- A good level of commercial awareness.
- A good understanding of performance/project management.
- Working knowledge of Microsoft products including Outlook and Teams.
- Good communication skills and able to explain complex issues to lay people.
- Up-to-date knowledge of relevant legislation and safety standards.
- Managing remedial work and finding solutions.
Desirable skills, experience and knowledge
- Legionella Risk Assessments and written schemes.
- Water Hygiene protocol.
- An understanding of the heat network association and heat meters.
- Asbestos Awareness.
- Construction Design Management regulations.
