b Overview /b p In this role you lead the Payments, Income, Banking, Reporting Compliance, and Adult Social Care financial assessment strategy to ensure compliant, efficient end-to-end financial processes. You shape a digitally optimised platform, align with council objectives, and drive service improvement across finance technology and front-to-end systems. You work with senior leaders and external partners to deliver value and modern, customer-focused financial services. This is a strategic, cross-functional leadership role with a strong change and digital agenda. /p b Pay / Benefits /b ul li flexible working arrangements /li li support for unpaid carers /li /ul b Responsibilities /b ul li Translate system leadership thinking into area plans to meet council objectives and manage risk /li li Lead the end-to-end financial strategy and business plan for Payments, Income and Financial Assessments, including systems and reporting /li li Motivate and manage a large finance team to improve transactions, processes and debt reduction /li li Maximise income collection and ensure cost-effective payments to providers within regulations /li li Provide management information and insights to empower budget holders and improve financial systems /li li Maintain external relationships to support annual plans and long-term developments /li li Identify opportunities using evidence-based insight to continually improve service quality /li li Implement innovative technical solutions to address complex issues for better outcomes /li li Champion equality and diversity in decision making and outcomes /li li Develop strategies and plans for the functional area that comply with legislation and risk controls /li li Drive customer-centric service design and strong stakeholder engagement /li li Maintain outward-facing and modern technology decisions and promote digital innovation across the council /li li Build external networks with professionals to adopt best practices and oversee a community of practice /li li Oversee recruitment and development of a high-performing finance team /li li Lead major transformational change in a large, complex organisation /li /ul b Key requirements /b ul li Educated to RQF level 6 or equivalent /li li Chartered membership of a relevant professional body (or equivalent experience) /li li Extensive experience in complex financial systems development, sourcing, implementation and management /li li Deep knowledge of Adult Social Care Act 2014 (especially Charging and Financial Assessments) /li li Experience with strategic financial management systems in public sector /li li Proven track record of delivery and performance in high-volume environments /li li Strong leadership and ability to build high-performing teams from diverse backgrounds /li li Experience engaging with senior leadership and advising on strategic financial systems and processes /li li Extensive experience leading large-scale organizational change (transformational) /li /ul ul li Strategic leadership /li li Collaborative stakeholder engagement /li li Strong communication and influencing skills /li li Complex financial systems development, sourcing, implementation and management /li li Knowledge of strategic financial management systems and processes in public sector /li li Data analytics and management information provision /li /ul
