Accountabilities
- Lead on the commissioning and delivery of the Essex Highways contract, valued between £2bn and £3bn.
- Accountable for developing the highways model to deliver active travel, decarbonisation, and economic growth.
- Work with senior officers and external partners to build commercial solutions, conduct financial viability analysis, manage risk, and embed best value and statutory outcomes.
Dimensions
- Budget responsibility: indirect, driving commercial outcomes for the multi‑billion investment.
- People: support a commercial advice team of approximately 10 people.
- Breadth of role: accountable for achieving demonstrable best value through procurement of statutory duties, policies and strategies that cover the breadth of highways and transport.
