Accountabilities

  • Lead on the commissioning and delivery of the Essex Highways contract, valued between £2bn and £3bn.
  • Accountable for developing the highways model to deliver active travel, decarbonisation, and economic growth.
  • Work with senior officers and external partners to build commercial solutions, conduct financial viability analysis, manage risk, and embed best value and statutory outcomes.

Dimensions

  • Budget responsibility: indirect, driving commercial outcomes for the multi‑billion investment.
  • People: support a commercial advice team of approximately 10 people.
  • Breadth of role: accountable for achieving demonstrable best value through procurement of statutory duties, policies and strategies that cover the breadth of highways and transport.

Knowledge, Skills and Experience

  • Degree level or equivalent qualified surveyor experience.
  • Member of the Royal Institute of Chartered Surveyors or relevant professional body.
  • Post‑qualification experience in highways and transport, with a track record of successful delivery of contracts and schemes.
  • Excellent leadership, influencing and negotiating skills.
  • Capacity to innovate and deliver digital and commercial solutions.
  • Commercial awareness and ability to generate creative options around income generation, grant funding and asset utilisation.
