Overview
In this role you will lead the design, mobilisation and embedding of the Essex Experts at Hand offer within the SEND Reform Plan. You will coordinate cross-agency service design, governance and delivery across Education, Health, Social Care and schools to support over 500 schools and 2000 early years settings. You will drive digital enablement, workforce development and performance frameworks to improve inclusion and outcomes for children and young people with SEND. This position offers a meaningful opportunity to shape a countywide service and work with partners to deliver tangible improvements.

Responsibilities
- Lead the design, mobilisation, implementation and embedding of the Essex Experts at Hand offer aligned to DfE guidance and local priorities.
- Design service pathways, governance, access arrangements and workforce model for a countywide EAH offer.
- Gather requirements and co-produce with education settings, practitioners, families and partners to reflect user needs and reform expectations.
- Coordinate delivery across Education, Health, Social Care, schools and providers with clear interfaces and dependencies.
- Develop and maintain the integrated implementation plan with milestones, risks and performance measures; take corrective action when needed.
- Lead digital solution implementation and information flows to enable access, coordination and oversight of activity and outcomes.
- Collaborate with commissioning and procurement to translate service requirements into deliverables and monitor quality and performance.
- Monitor implementation, impact and learn from pilots to refine the model and support wider roll-out.
Key requirements
- Degree level education or equivalent by experience
- Programme, project, change management or service design qualification or demonstrable equivalent experience (desirable)
- Substantial experience leading design, mobilisation and implementation of complex services or transformation programmes
- Strong programme delivery capability including governance, risk management and benefits tracking
- Experience of cross-organisational delivery and stakeholder coordination across education, health, social care and providers
- Strong change leadership, communication, facilitation, negotiation and influencing skills
- Analytical and problem-solving abilities with evidence-informed decision making
- Knowledge of SEND, inclusive education, commissioning and digital-enabled service delivery (desirable)
- Driving licence and mobility across the operational area (or able to meet mobility requirements)
