About The Role

ESCA Workforce Development Lead – Children. Fixed Term, Full Time.

Salary: £38,035 to £44,747 per annum. Location: Chelmsford.

Working style: Fixed-base worker.

Accountabilities

  • Develop a Workforce Development strategy for Social Care Practice, aiming for high quality, customer‑focussed services and best practice.
  • Lead and manage delivery of initiatives, ensuring internal Continuing Professional Development programmes and development planning are integrated and aligned with partner programmes.
  • Develop and commission blended learning and training opportunities, ensuring excellence, value for money, agreed standards and safeguarding.
  • Collaborate with external partners and stakeholders to maximise opportunities and implement impact measures.
  • Ensure compliance with National Minimum standards, regulations and statutory guidance, maintaining effective links with regulatory bodies.
  • Measure and evaluate training impact on outcomes and practice, delivering monitoring, reflection and review to drive progress.
  • Undertake financial monitoring and budgetary review of programmes of work.
  • Build capacity for workforce planning, creating initiatives such as training opportunities, career development and flexible pathways.
  • Analyse workforce intelligence, establish robust data sharing processes and support evidence‑based workforce planning.
  • Define annual targets and objectives within the performance management framework.

Experience You Will Bring

  • Educated to RQF level 6 (bachelor’s degree) or equivalent by experience.
  • Evidence of continuing professional development and knowledge aligned to relevant professional competency frameworks.
  • Evidence of successful delivery and development of workforce projects and initiatives supporting the workforce strategy.
  • Experience leading the development of strong, collaborative relationships with partners, agencies and the community.
  • Strong leadership and behavioural skills, focused on results and supporting a diverse, high‑performing team.
  • In‑depth understanding of adult learning theories and their application to improve workforce outcomes.
  • Excellent communication, negotiation, influencing and problem‑solving skills.
  • Ability to analyse, understand and present complex information effectively.
