We are looking for a thorough, inquisitive and methodical Capital Pipeline Co‑ordinator to help us shape and progress a robust pipeline of capital projects that will support economic renewal and long‑term growth across Essex. These projects span a wide range of transformational opportunities including:

In this role, you’ll work with partners across the public and private sectors to understand future economic infrastructure needs, identify where public‑sector intervention is justified, and deliver initial assessments of feasibility for real estate projects. You will help us prioritise, develop, and secure investment for projects that will strengthen the Essex economy.

Typical Week

  • Use data and analytics, socioeconomic analysis and GIS to map local economic, spatial and property‑market conditions, helping identify priority locations where capital investment would unlock the greatest economic and social value.
  • Interpret and interrogate economic appraisals, financial appraisals or Theories of Change for early‑stage project proposals, ensuring only robust, evidence‑based schemes progress into the capital pipeline.
  • Prepare briefings and business cases, synthesising research, market intelligence, planning considerations and delivery information, to inform senior decision‑makers and secure approvals for funding opportunities.
  • Conduct property‑market research and review planning and development advice, analysing demand, viability, delivery constraints and investment potential, so that scheme promoters can strengthen proposals and improve deliverability.
  • Help to articulate how a land, infrastructure or property project could contribute to economic development and evidence the nature and extent of market failure.
  • Act as a strategic ‘critical friend’, offering constructive challenge on costs, risks, benefits and dependencies, helping improve project quality, value for money and alignment with local needs.
  • Commission and assure the quality of multi‑disciplinary technical work — including feasibility studies, appraisals and HM Treasury Green Book‑aligned business cases — by setting clear scopes, defining deliverables and reviewing outputs, to ensure all commissioned work is robust, high‑quality and fit for purpose.
  • Manage time and cost across commissioned and internal project work, overseeing consultancy budgets, milestones and risks, to ensure projects progress efficiently, remain on track and provide strong value for money.
  • Apply partnership working skills across the public and private sectors, building trusted relationships, identifying opportunities for collaboration and securing early alignment across stakeholders.
  • Undertake monitoring and evaluation activities, designing M&E frameworks and gathering performance data, to measure impact and support continuous improvement of the capital pipeline.

Experience You Will Bring

  • Educated to RQF level 6 (Degree) and/or holding an appropriate professional qualification relevant to the field of finance and investment, property development or economic development, or able to demonstrate equivalent professional experience.
  • Proven track record of interpreting and interrogating analytical and appraisal techniques to inform investment decisions, such as socioeconomic analysis, GIS, economic appraisal, financial appraisal, and Theory of Change.
  • A high level of proficiency in developing and manipulating Microsoft Excel models (including ability to use absolute/relative referencing in formulae, PivotTables, conditional formatting) and GIS software (including merging polygons, styling as categorised/graduated data).
  • Experience of using Microsoft Power BI is desirable, but not essential.
  • Demonstrable experience of successfully commissioning and assuring the quality of multi‑disciplinary technical work from consultants or internal colleagues, managing time and costs.
  • Strong project management skills, with the proven ability to successfully manage multiple projects simultaneously.
  • Ability to collaborate and work effectively with both internal and external partners, act as a strategic ‘critical friend’, and provide robust written and verbal recommendations to senior leaders.
  • Experience of HM Treasury Green Book and local government procurement processes desirable, but not essential.
