Essex County Council are delighted to be supporting Harlow District Council to recruit a temporary Private Sector Housing Manager on an interim 6 month basis. This opportunity is being offered on a 2-day per week basis, with hybrid working arrangements available by negotiation.
Harlow is a district of contrasts and an ideal location to both live and work. The town itself is thriving, with excellent shopping and leisure facilities for all ages. We have good road links to the M11 and M25 and excellent rail connections to London and Stansted Airport, just 35 minutes and 20 minutes away from Harlow respectively.
The role involves leading and shaping the Council's Housing & Renters Rights regulatory and enforcement functions. This pivotal role will oversee key service areas including HMO Licensing and Private Sector Housing Enforcement. You will use the Housing Health and Safety Rating System (HHSRS) and relevant legislative powers to drive improvements in the private rented sector, including House in Multiple Occupation (HMO) licensing and enforcement. You will be responsible for driving service excellence, ensuring statutory compliance, and delivering outcomes that align with corporate priorities. Working closely with the Head of Service for Environmental Health and Licensing, you will provide strategic leadership, clear accountability, and a visible presence that promotes the service proactively to local residents. Ideally, you will be able to support with the set up and implementation of discretionary licensing and support the manager and staff in this process.

You will demonstrate sound knowledge of relevant legislation, excellent stakeholder engagement skills, and the ability to balance enforcement with community-focused service delivery.
