Licensing Officer
Essex County Council is advertising the role of Licensing Officer on behalf of Castle Point Borough Council.
Full-time, 37 hours, Grade 6 – SCP Range 22‑26, £33,699 – £37,280 per annum, closing date 2nd August 2026.
Overview
As part of the Licensing Service at Castle Point Council Offices, the officer will administer and enforce a wide range of licensing applications, registrations and permits.
This includes hackney carriage and private hire vehicles; alcohol, entertainment and late‑night refreshments; gambling premises and lotteries; charity collections; small pleasure boats; scrap metal; pavement permits; road closures; and street trading.
- Key Skills and Abilities
- Administer applications for grants, renewals, transfers, and variations of licences, registrations, and permits.
- Carry out licensing enforcement duties, such as responding to complaints, conducting routine inspections, interviewing witnesses and licensees, preparing committee reports and evidence files, and giving evidence at committees, magistrates or other courts.
- Make prompt, clear decisions that may involve tough choices or considered risks.
- Takes responsibility for actions and projects, initiates work, and works independently.
- Demonstrate strong communication skills; express opinions and key points clearly; speak confidently in presentations and public speaking situations.
- Respond quickly to audience needs and feedback.
Experience
Practical experience in enforcing licensing law for hackney carriage, private hire vehicles, regulated entertainment, sale of alcohol, and gambling premises is essential.
Applicants must also possess excellent verbal communication and interpersonal skills, including negotiation capabilities.
Qualifications
- Minimum two years’ experience within a local authority licensing team (or equivalent relevant experience).
- Recognised qualification(s) related to local authority licensing functions, e. g., Certificate of Higher Education in Licensing Law or Institute of Licensing Practitioners qualification.
