Private Sector Housing Manager Interim needed in Croydon, £55.56ph PAYE – Reference: 9474. This is a full-time role on a temporary contract basis.

Responsibilities:

  • To work with Policy and Strategy team colleagues to develop the housing strategy which the PRS strategy is part of.
  • To lead on Selective Licensing and/or Additional HMO licensing scheme operations in the Borough, including leading on the implementation of new schemes and ensuring clear aims and objectives are set out and successfully met.
  • Ensure all Private Sector Housing Team disciplines are undertaken correctly.
  • To lead on policy making, new initiatives and projects, service/forward planning and objective setting as they relate to Private Sector Housing.
  • To provide advice to Members, Senior Officers, licence holders, managing agents, the general public and outside agencies on housing related matters.
  • Oversee and ensure achievement of performance targets set for individuals and teams.
  • Represent the Team/Division in corporate/departmental working parties.
  • Ensure the private sector housing parts of the divisional enforcement policy are kept up to date, for example with regard to legislative changes, that all necessary officer authorisations are in place and that the scheme of delegation is complied with.
  • Provide reports, information and guidance to senior officers.
  • Ensure that health and safety risk assessments are prepared to cover working practices within the private sector housing team, especially with regard to site visits and ensure these are reviewed on a regular basis.
  • Ensure available legislation is enforced in respect of safety and the provision of energy efficiency within the private housing sector in the borough, for example the Smoke and Carbon Monoxide Alarm Regulations and the Private Rented Sector (England) Regulations 2020.
  • To organise and participate in surveys of properties to identify the need for pro-active housing initiatives.
  • Giving evidence in court or at the Residential Property Tribunal Service when necessary.
  • Ensure accurate information and data about inspections is entered on relevant databases and the accurate preparation and service of standard letters, memoranda and other relevant documents.
  • Ensure comprehensive inspection notes, sketches, photographs, measurements and recordings (where relevant) are made and kept in relation to site and premises inspections.
  • Decide on appropriate action and oversee to ensure the preparation of accurate legal notices and schedules of work for service on landlords and the re-inspection of premises to ensure compliance with such notices and schedules.
  • To be responsible for the induction of new members of staff and for ensuring probationary service reviews are conducted.
  • Ensure 1-1’s and appraisal reviews are conducted between staff and immediate line managers in line with corporate procedures.
  • To ensure that all staff under the post holder’s control are made aware of and implement the Equalities, Health and Safety, Staff Conduct, Customer Care and other relevant policies.
