We are partnering with a Tier 1 bank to recruit an experienced IT Portfolio Delivery Manager to join their Securities Services Technology function on a contract basis. This is a high-impact role responsible for driving portfolio governance excellence, ensuring alignment of technology delivery with business priorities, and providing strategic insight across a complex global portfolio.
You will play a key leadership role in overseeing portfolio reporting, financial governance, and resource management, while partnering with senior stakeholders across technology and business functions.
Key Responsibilities- Portfolio Governance & Review Ownership: Lead the end-to-end preparation and consolidation of portfolio review materials for senior governance forums (e.g. Technology Portfolio Reviews, MBRs, TBRs), ensuring high-quality, accurate, and insightful reporting.
- Value Stream & Sub-Value Stream Oversight: Coordinate across teams to gather and validate delivery status, financials, risks, issues, and resource allocation, ensuring consistency and clarity across all reporting outputs.
- Executive Reporting & Stakeholder Engagement: Deliver clear and impactful reporting to senior technology and business leadership, including CIO and COO-level stakeholders.
- Budgeting & Capacity Management: Drive annual budget planning and ongoing forecasting, ensuring alignment with strategic priorities. Oversee workforce planning, resource allocation, and capacity optimisation.
- Financial Governance: Produce and deliver monthly portfolio finance updates, providing transparency on spend, progress, and benefits realisation.
- PMO Leadership: Lead and develop a global PMO team, promoting best practices, consistency, and continuous improvement across portfolio delivery.
- Continuous Improvement: Identify opportunities to enhance processes, reporting, and governance frameworks to drive operational excellence.
- Communications Strategy: Act as a key interface between technology leadership and stakeholders, ensuring clear, timely, and effective communication across the portfolio.
Experience:
- Mandatory: Proven experience working within a Tier 1 banking environment.
- Strong experience in portfolio delivery, PMO leadership, or transformation within technology or financial services.
- Experience in governance reporting, financial management, and workforce planning.
- Proven track record of engaging senior stakeholders (CIO, COO, Heads of Function).
- Securities Services domain experience preferred.

This role is inside IR35. 3 days per week onsite in Sheffield (non-negotiable). Competitive daily rate. Initial 6-month contract with potential for extension.
