ESP Water is seeking a Wastewater Network Manager. This new role offers an exciting opportunity to join an expanding water team responsible for the specification, adoption, and operation of water and wastewater networks in England and Wales.

Role Purpose

The role will be responsible for ensuring that assets adopted from our construction customers are compliant with the relevant standards and regulations and for putting in place and managing the adoption and O&M of the network assets. A key requirement is a strong customer‑service ethos towards our construction partners and retail customers, with a focus on operational excellence in asset adoption and management.

Key Responsibilities

  • Lead a team of Network Engineers responsible for the timely and accurate technical assessment of S104 design submissions.
  • Ensure wastewater assets are designed and constructed in line with ESPW and Water UK Sewer Sector Guidance (DCG) design specifications and operational policies.
  • Undertake second‑tier site inspection audit visits on assets under construction by our construction partners for adoption by ESPW to ensure compliance with adoption standards and good working practices.
  • Approval and authorisation of construction partners and asset maintenance providers that ESP may employ.
  • Liaise with construction partners and developers to offer technical support and guidance throughout the design and construction process.
  • Develop and assure asset maintenance and inspection regimes.
  • Manage high‑level operational liaison with other incumbent water companies.
  • Manage reporting, monitoring (KPIs) and compliance with all design, construction, maintenance and emergency response policies and standards in accordance with ESP’s policy.
  • Review the status, adequacy and effectiveness of the asset maintenance regime, safety policies and technical standards.
  • Participate in an out‑of‑hours standby rota and act as Duty Manager in the event of an incident where required.
  • Ensure the requirements of ESPUG’s Health and Safety, Environmental and Asset Management Policies are met.
  • Ensure the quality, environmental and statutory requirements of ESP Water’s NAV licenses are met and, where practicable, exceeded.
  • Support the wider ESPUG operational and commercial teams with technical expertise on wastewater adoption principles and customer and consumer queries.
  • Support the wider ESP Water team with new NAV submissions to Ofwat to ensure all commercial, procedural and regulatory documents are completed.
  • Support the Head of Water in developing an asset maintenance strategy and future programme roll‑out as the ESPW network base grows.

Key Skills

  • Significant experience in the wastewater distribution sector with specific knowledge of design, delivery, installation, operation and maintenance.
  • Experience within a water company Developer Services role or design engineering / Developer is advantageous.
  • Qualified Incorporated Engineer (IEng) or equivalent qualification desirable; or proven relevant experience with an interest to become qualified.
  • In‑depth knowledge of the relevant water industry standards, recommendations, specifications and legislation pertaining to construction and operation of wastewater distribution networks.
  • Operational, design and regulatory knowledge of the Water Industry Act, environmental and other regulations relevant to wastewater network operations and adoption.
  • Knowledge of the selection and procurement of materials used in construction of wastewater distribution networks, and the selection and management of contractors and construction partners.
  • An innovative approach to problem‑solving, bringing an energetic and curious mindset.
  • Ability to innovate and embed continuous improvement and innovation through a team.
  • Excellent relationship‑management skills.
