Charging overseas visitors for some NHS services in England - also known as ‘cost recovery’ - is set out in law under the NHS (Charges to Overseas Visitors) Regulations 2015 (as amended). The role can be based at either Eastbourne District General Hospital or Conquest Hospital in Hastings, however cross site cover and travel is expected to all Trust sites as required.

The Overseas Visitors team have the responsibility to make sure that East Sussex Healthcare NHS Trust complies with the above regulations and identifies patients who are overseas visitors. The work is very varied and some examples include:

  • the patient proving their entitlement to free NHS hospital healthcare;
  • the patient confirming entitlement under a number of reciprocal health agreements;
  • the patient being required to pay for the services they receive.

There will be instances where face to face contact with patients will be required, however the majority of the work is office based, using daily reports and referrals from other Trust departments to identify possible chargeable patients who then need to be fully investigated. This involves sending letters in the post, using patient email addresses to request evidence as well as informing patients what they are required to pay.

The Overseas Visitor Officer must be able to demonstrate knowledge and initiative to provide a range of administrative services to support the work of the overseas visitors’ team and support the overseas visitor manager / Head of Income and Contracting on specific projects. The role acts as first point of contact for enquiries, inputs information, maintains databases, and carries out detailed investigations. The officer supports patients for evidence that we need to obtain for them to be entitled to free NHS hospital services and supports patients who are asked to pay.

The main Microsoft Office software used is Microsoft Excel, and the successful candidate must be able to demonstrate a basic understanding of how to use Excel, including moving data between worksheets, updating cells with information without losing a previous note, as well as understanding basic calculation functions.
