A large and well-established Higher Education institution in Fife is looking for an experienced and commercially minded Procurement Manager to lead procurement activity across the organisation. This is a hands-on role with responsibility for a small, supportive team and influence across multiple areas including Estates, Professional Services, IT, Travel and Insurance. You will be based primarily at the Dunfermline campus, with flexible hybrid working, and join at an exciting time as the institution expands into a new state-of-the-art campus built to the Scottish Government's Net Zero Public Sector Buildings Standard.

The role:

  • Lead procurement activity including tendering, contract management and supplier relationships
  • Guide and support colleagues involved in devolved procurement activity
  • Undertake spend analysis and use data to drive informed commercial decisions
  • Develop and embed robust, sustainable procurement processes
  • Champion ethical, social and environmental procurement principles
  • Build strong relationships with stakeholders across multiple campuses
  • Act as a key link with collaborative procurement bodies and sector groups

About You:

  • Proven experience in public sector procurement
  • Knowledge of Scottish/UK procurement legislation
  • Experience managing regulated tender processes
  • Excellent stakeholder management, communication and organisational skills
  • Commercially minded, pragmatic and solutions-focused
  • Interest in sustainable and ethical procurement
  • CIPS membership (or working towards) is desirable
