Overview

The Deputy Program Manager (DPM) will support the National Oceanic and Atmospheric Administration (NOAA) National Environmental Satellite, Data, and Information Service (NESDIS), Office of Common Services (OCS) in overseeing the Radio Frequency Interference Monitoring System (RFIMS) project. The DPM supports the Project Manager and provides oversight to a program management office team accountable for acquisitions, contract management, financial reporting, quality assurance, risk management, property management, and configuration management.

Will assist the PMO to assess, analyze, and establish the schedule, budget, Work Breakdown Structure (WBS). Will also assist with the oversight, tasking, resource, schedule and change management of Federally Funded Research and Development Centers (FFRDC) such as the MITRE Corporation and Aerospace Corporation along with federal government research partners such as the Institute for Telecommunications Sciences (ITS), that perform critical studies for the RFIMS project.

Responsibilities

  • Plan, organize, and manage the contract in coordination and under the direction of the PM
  • Ensure compliance with terms of the contract, task orders, and with government and company policies, standards, and procedures
  • Ensure customer satisfaction with contract performance, to include timely and accurate contract status reports and deliverables
  • Provide program management liaison assistance and facilitate integrated product teams, as needed, to support the RFIMS PMO in conducting oversight of Interagency Agreements and associated contract management tasks
  • Provide assistance in the performance of various risk assessments, cost/risk analysis, and formal risk management processes including risk management planning, risk mitigation, and risk tracking and reporting.
  • Assess cost, schedule, and technical performance, implementing change when needed
  • Provide assistance in developing and formulating contract technical requirements packages and implementation procedures to assist in guiding the RFIMS Development Contractor.
  • Present program status and issues to Management on a regular and consistent basis in regular status reporting and status meetings
  • Provide program and management services to assist in program execution, program control, program assessment, program improvement, and program measurement in support of the Production, Operations, Maintenance and Sustainment phases of the project.
  • Provide assistance developing program baselines for performance, schedule, and cost, including review and evaluation of relevant RFIMS Developer data deliverables.
  • Interface with and provide technical and financial reports to the CO and COR

Qualifications

  • Over 10 years specific experience managing government task order based contracts.
  • Prior experience with performance-based government contract mechanisms employed (e.g., CPFF, FFP, T&M).
  • Demonstrated understanding of program management principles, financial analysis and elements of cost; compliance with contract requirements; and methods to assess, measure and modify program plans.
  • Must be experienced in managing projects in a dynamic environment with \”short fused\” data calls and exigent requirements continually emerging.
  • The ability to conduct Earned Value Management, handle financial reporting, to work collaboratively with other functional teams or IPT (Integrated Product Team) environments, and to engage customers and other contractors at multiple management levels is required.
