The PCN Services Manager is responsible for all operational and tactical leadership, management, and coordination of all South PCN services. This includes line management of all staff working under the South PCN, such as ODS, TNAs, First Contact Practitioners, Pharmacy Team, Social Prescribers, and other central services. The postholder ensures the effective and safe delivery of all services, maintaining and developing rota systems, adequate staffing levels, and acts swiftly and efficiently in response to absences or staff shortages. Further to be the deputy to the Group Manager as and when needed. The role offers opportunities to lead:
- Integration of services with the other practices to drive efficiency and effectiveness, reducing duplication and waste
- Service improvement and optimisation
- Staff member/practitioner development, performance improvement and pastoral support
The PCN Services Manager is line managed by the Group Manager and works closely with clinical and operational leads to deliver high quality, integrated care across the PCN services and South Practices.
Main duties of the job
- Oversee and coordinate the day-to-day delivery of all services PCN, EHP and Practices supporting the Group Manager, ensuring they are safe, effective, and patient-centred.
- Ensure PCN services are fully operational and adequately staffed at all times, especially directly run services such as On Day, acting quickly to resolve staffing issues.
- Workforce planning, recruitment, induction, and training.
- Develop and implement local policies (SOPs), and ensure compliance with service specifications, CQC standards, and NHS regulations.
- Monitor and analyse performance data, implement audit recommendations, and ensure key performance indicators (KPIs) are met.
- Lead on incident reporting, risk management, and quality assurance processes for PCN services.

Job responsibilities
- Oversee and coordinate the day-to-day delivery of all services PCN, EHP and Practices supporting the Group Manager, ensuring they are safe, effective, and patient-centred.
- Ensure all PCN services are fully operational and adequately staffed at all times, especially directly run services such as On Day, acting quickly to resolve gaps due to absence or staff shortages.
- Manage workforce planning, recruitment, induction, and ongoing training for all staff.
- Develop and implement local policies, standard operating procedures (SOPs), and ensure compliance with service specifications, CQC standards, and NHS regulations.
- Monitor and analyse service performance data, implement audit recommendations, and ensure key performance indicators (KPIs) are met.
- Lead on incident reporting, risk management, and quality assurance processes for PCN services.
Leadership & Staff Management
- Provide all aspects of full HR line management to all staff working under the South PCN, including supervision, appraisal, performance management and professional development.
- Manage attendance, rotas, and staffing levels, ensuring robust cover for all service lines.
- Chair regular team meetings and foster a culture of collaborative working, integration, continuous improvement, and high performance.
- Act as the primary point of contact for external bodies regarding PCN service delivery.
- Deputise for the Group Manager as required.
- Lead and support transformational change and continuous improvement initiatives across PCN services, working to integrate with practices.
- Identify opportunities for service optimisation and the addition of new service lines, working with the Group Manager and clinical leads.
- Support the development and delivery of PCN-funded projects, enhanced services, and commissioned programmes.
Special Circumstances
Flexibility to work across multiple sites and respond to occasional urgent operational matters outside standard hours.
Person Specification
Qualifications
- Degree-level education or equivalent experience, with evidence of professional development (clinical qualification desirable).
Experience
- Significant experience in healthcare operational and people management, preferably within NHS primary care or PCN settings.
- Significant experience of successful change management.
- Demonstrable experience managing large, multidisciplinary teams.
- Strong communication, leadership, and analytical skills.
- Ability to act decisively and efficiently in response to operational challenges, including staff absences and service pressures.
- Evidence of successful working with senior leadership.
- Evidence of successful service delivery and workforce management.
- Knowledge of CQC inspection processes and regulatory compliance.
- Experience in service development, quality improvement, and project management.
