The Project
Equitix Management Services Limited (EMS) provides management services to Cascade Infrastructure Limited (CIL), a project company with Equitix, STRABAG and GLIL as shareholders, that has been appointed by United Utilities (UU) to deliver the Haweswater Aqueduct Resilience Programme (HARP). HARP is a multi-billion-pound infrastructure project to upgrade the water supply apparatus carrying water from the Haweswater reservoir to Greater Manchester. The project involves the construction of approximately 50km of bored tunnels along the existing 110km aqueduct, originally built in the 1950s. Post-construction, UU will operate the aqueduct, with CIL responsible for major maintenance of the new tunnel sections for 25 years.

Service Objective
To ensure all parties (principally CIL) remain compliant with their obligations in the Project Documents and consequential action is progressed if there are failures and/or non-compliance.
Role Overview
The Contract Manager will be responsible for monitoring and achieving CIL’s compliance with its contract obligations in the Project Agreement and Finance Documents. The primary focus of the role is to ensure that CIL's obligations are fully discharged and that the scope of services defined within the Management Services Agreement are delivered effectively throughout the construction and operational phases of the project.
Minimum Qualifications (guide)
- Degree in a Construction, Engineering, Quantity Surveying, Compliance, Legal or related discipline.
- Member of a relevant professional body.
Minimum Experience in Similar Role (guide)
- 5+ years of experience in similar roles.
- Proven ability to interpret complex legal and commercial documents and translate them into actionable operational requirements.
- Strong analytical and reporting skills, with the ability to identify risks, track performance, and support strategic decision-making.
- Familiarity with ISO standards (e.g., ISO 9001, 14001, 45001) and compliance frameworks, including health, safety, environmental, and quality assurance.
Principal Responsibilities
- Contract Compliance: Monitor the compliance of sub-contractor and third party consultants engaged to support CIL in performing the obligations it is held to under the Project Documents.
- Perform the MSA Services in such manner that the MS Provider shall not by its act, default, negligence or omission cause CIL to be in breach of its obligations under the Project Documents.
- Contractual Default: Monitor the contract, including triggers, thresholds and early warning, so necessary notices can be issued and action take place to avoid events of default. Mitigate the potential for events of default to occur. Have awareness of, and track compliance with, clauses 54 (CAP Events of Default) and 55 (UU Events of Default) of the Project Agreement.
- Contract Deliverables: Develop and maintain a detailed, electronic list of contractual deliverables, that is capable of being reviewed remotely and securely at any time by CIL. Such list should contain all obligations of CIL under the Project Documents. Develop and maintain a detailed, electronic list of all correspondence issued to and from the CAP in respect of the Project. Produce, maintain and utilise an Integrated Assurance and Approval Plan ('IAAP'), showing a clear matrix of roles including stakeholders that are responsible, accountable, to be consulted and informed. The IAAP will be reviewed at least annually and updated as required to ensure levels of assurance and approvals are captured.
- Change in Law: Monitor change in law closely to ensure appropriate risk transfer, as set out within the Project Documents. Ensure that due process is followed, including any notices and early warnings, as applicable. Manage, provide guidance and support change in law mechanics when necessary.
- Key Performance Indicators: Monitor performance of KPIs and manage preparation and implementation of improvement plans. Take action to remedy any performance issues, as required, including developing and deploying improvement plans if applicable.
- Corporate Calendar: Produce and maintain a corporate calendar summarising key milestones, events and associated administration for anything as required by the Board (to the extent reasonable).
- MSA Reporting: Provide a monthly report as required under clause 3 of the MSA, in a format agreed between the Parties.
