  • Responsible for making key decisions throughout the bid process, such as challenging content, adapting strategy based on client insight, and determining the optimal approach to maximise win probability.
  • Will be directly accountable for the quality, competitiveness, and compliance of submissions that materially contribute to Connected Cities' revenue growth and long-term contract portfolio.
  • Manage bids typically ranging from 2m to 100m+, including street lighting term maintenance contracts, PFI variations, highways technology programmes, Smart City projects, ICP infrastructure, and strategic frameworks.
  • Coordinate inputs from operational delivery teams, commercial and legal specialists, estimating, procurement, social value, carbon reduction, and Equans Digital.

The role requires applying advanced knowledge of bid management principles, governance, operational delivery models, and client priorities.

Skills, qualifications and experience:

  • APMP or equivalent bid/proposal management accreditation.
  • Significant experience in end-to-end bid management, ideally within infrastructure, highways, street lighting, energy services, utilities, or related technical service environments.
  • Strong understanding of public-sector procurement, including PCR, local authority tendering processes, competitive dialogue, and framework call-offs.
  • Advanced bid management expertise, including strategy development, win theme creation, storyboarding, content structuring, risk management, and compliance checking.
  • Experience coordinating multi-disciplinary bid teams, including commercial, operations, estimating, technical experts, legal, finance, carbon reduction, social value, and digital.
  • Excellent written and verbal communication skills, with the ability to produce and review high-quality narrative, technical content, and client-facing documentation.
