Epsilon Systems has an opening for a full time Program Manager III (Engineering and Advanced Products) located in Portsmouth, VA.
Summary: The Program Manager is responsible for overall contract(s) performance supporting annual revenue in excess of $15M. The Program Manager reports to the VP of Engineering and Advanced Products and will ensure compliance with all modernization contract requirements and is responsible for ensuring that all Contractor personnel are competent, trained, and certified and that adequate resources have been allocated to specific tasks. The Program Manager organizes, directs, and coordinates the planning and execution of all tasks. With full authority, accountability and responsibility, this position manages all aspects of assigned ship maintenance, modernization and repair projects.
Duties & Responsibilities:
- The PM will be accountable for safe project execution and performance within the assigned cost, schedule, technical performance, and scope of the project through all project phases.
- Ability to work closely with Quality Assurance, SUBSAFE, Contracts, Purchasing and other support departments.
- Ensures timely delivery of accurate contract CDRL submissions including Condition Reports.
- Successful management of change orders and risks are required.
- The PM provides primary customer, subcontractor and vendor interface throughout the project lifecycle.
- Utilizing project team members, manages the application of labor and materials to achieve timely, better-than-bid results and assure customer satisfaction.
- In addition to managing ship projects and in all aspects of the job, the incumbent displays leadership, conducts business development, makes difficult decisions, shows respect for others while always acting in the best interest of the company.
- Tracks financial progress and status of program and projects and develops and coordinates corrective actions/adjustments working with and mentoring Project Managers to ensure completion of projects meeting all quality, technical, schedule and profit goals while meeting all technical, quality, schedule and costs requirements.
- Must be able to identify, assess and analyze with the team, any risk and/or issues that may compromise the successful completion of projects, and develop plans/actions that will mitigate risks.
- Able to provide leadership when schedule/production conflicts may occur for resolution to ensure successful project completion and job profit margins.
- The Program Manager is ultimately responsible for meeting all deliverables on-time, within budget, and with high customer satisfaction ensuring conformance with contractual requirements.
- Plans, estimates, negotiates, staffs, directs the work, and reconciles final billings on assigned projects.
- Leads the post-project review to capture learnings applicable to future projects.
- Meets or exceeds customers’ realistic expectations for quality, productivity and safety on projects, and manages the customer relationship through any changes in the scope and price of the project to assure continuing customer satisfaction and profitable project closure.
- Works closely with the Estimating Department to develop estimates for proposal response.
- Interprets specifications, plans project sequencing and coordinates the various phases of the project to prevent delays and avoid rework.
- Ensures that change order requests and condition found reports (CFRs) are properly written and approves them before submittal to the customer.
- Through subordinate supervision, assures appropriate daily project staffing.
- Monitors job progress to ensure that manpower utilization and allocation meets job requirements and bid expectation.
- Evaluates and manages subcontracts for support work on awarded projects.
- Coordinates and assures appropriate purchasing and shipping and receiving processes are used for tools, equipment, and other products needed at the regional location.
- Investigates violations of work place rules and determines disciplinary action using the consulting services of Human Resources.
- Ensures performance documentation by managers or supervisors of all assigned project personnel is completed.
- Clearly identifies strengths and weaknesses of project team members and recommends specific development activities.
- Identifies, assesses and analyzes with the Team, any risk and/or issues that may compromise the successful completion of the project, and develop plans/actions that will remove this risk.
- Influences and leads others in successful project execution.
- Mentors others by modeling respectful behaviors.
- Effectively communicates orally and in writing with diverse groups such as customers, vendors, labor representatives and officials at all levels.
- Handles multiple priorities with independence and good judgment.
- Supervises as many as fifty employees either directly or through subordinate Foreman.
Requirements:
- Bachelors level degree in an engineering discipline from an accredited college or university.
- Ten (10) years managerial or supervisory experience in engineering projects at the Program level involving modernization (SHIPALTs/SCs), maintenance, installation, operation, repair, design, or testing of submarine and surface craft HM&E or electronic systems/equipment.
- This experience should include at least five (5) years working experience in the development and installation of Alteration/SCs on Navy ships.
- Demonstrate knowledge of Navy organizations including: Program Acquisition Executive organizations, Naval Sea Systems Command (NAVSEACOM); Naval Surface Warfare Center (NSWC); Naval Shipyards; Regional Maintenance Centers (RMCs); and Type Commanders (TYCOMs).
- Demonstrate knowledge of shipyard operations, ship systems and particularly how they interact and construction/repair sequencing; principles and practice of managing large numbers of employees; budgeting and financial statements; process improvements and business development processes.
- Working knowledge and experience in performing SUBSAFE/Level 1 material work and submarine testing and certification.
- Working knowledge of Earned Value Management principles.
- Working knowledge of Microsoft Project to determine critical and parallel paths and schedule slack.
- Knowledge of proper standards of conduct and shipboard etiquette.
- Ability to identify changes in work scope to ensure appropriate planning measures are being taken including the customers inputs for reassessing, renegotiating, and amending the scope of work, schedules and budgets.
- Ability to provide leadership when schedule/production conflicts occur and the team is looking for resolution.
- Ability to work nights and weekends during peak workloads or as required to ensure project success.
- Ability to obtain and maintain access to US military and/or government installations.
- Willingness to travel and manage ship repair availabilities in remote, out-of-state locations for extended periods of time.
Preferred Qualifications:
- Current Security Clearance: DoD Secret Security Clearance, or the ability to obtain one.

The physical demands for this position are light to moderate. May require some lifting or assistance with heavy equipment. The incumbent of this position is required to stand for extensive periods of time, in external climates. Must also be able to work long hours, travel internationally via various modes of transportation, and work any day of the week at any time of the day as required to meet customer needs, business objectives and to achieve delivery of service deadlines. The work environment for this job is demanding and potentially hazardous due to work on or inside ships as well as travel around ship repair yard.
