In this role you drive material and labor cost estimates for naval repair and modernization projects, supporting domestic and international government proposals. You work with suppliers, vendors, and shop personnel to gather data, build bills of materials, and review drawings for accurate material needs. You will interact with government auditors during pre- and post-award price reviews, contributing to competitive, compliant quotes. This position offers hands‑on impact in a defense-focused environment with cross‑functional collaboration.
Key Responsibilities:
- Review engineering plans, blueprints, and specifications to determine material requirements for repair, fabrication, and modernization projects.
- Estimate labor requirements by trade based on drawings and work specs for shipyard services.
- Incorporate NAVSEA Standard Items into estimates.
- Perform material and/or labor cost analyses for proposals.
- Coordinate with Trade Foreman and other personnel to formulate estimates.
- Estimate material and ODC via vendors and subcontractors.
- Prepare cost statements and quote submittal documentation.
- Assess whether to produce or purchase components based on cost.
- Factor QA and Project Management requirements into labor estimates.
- Provide estimates in contract manager's required format.
- Build bills of material (BOM).
- Receive and control government drawings.
- Other duties as assigned.
Tasks:
- Three (3) years of estimating experience.
- High school diploma/equivalent.
- Ability to access and navigate US Navy and Military Sealift Command ships for shipchecks.
- Familiarity with NAVSEA Standard Items.
- Working knowledge of production of precision technical plans, blueprints, drawings, and models to extract material requirements.
- Working knowledge of trades used in the ship repair industry.
- Ability to obtain SECRET level security clearance.
- US citizenship (per government contractual requirements).
Preferred:
- Bachelor's degree in business administration or similar field.
- Graduate of an accredited shipyard apprenticeship program.
