Envo Talent is representing an established European EV charging business as it builds its presence in the UK. Having developed a successful EV charging operation in Poland, the business is now investing in its UK growth, with a particular focus on developing long-term partnerships with local authorities, Highway Authorities and other public-sector organisations. The business operates at the intersection of EV charging infrastructure and Digital Out-of-Home (DOOH) advertising, with its charging solutions designed to create commercially sustainable charging infrastructure while supporting the wider transition to electric mobility. Its existing European operation includes partnerships across retail, property and mobility, giving the UK business a proven model to build from.
This is an important appointment within the UK expansion. The successful candidate will have the opportunity to establish relationships, identify new opportunities and help shape the public-sector commercial strategy as the UK operation develops.
Role overview
As Business Development Manager, you will take responsibility for developing their public-sector presence across the UK. The focus will be on identifying and securing opportunities with local councils, Highway Authorities and other relevant public bodies, with particular emphasis on long-term concession arrangements and publicly funded EV infrastructure programmes. You will manage relationships from initial engagement through to commercial agreement, while coordinating with internal teams to assess the technical and commercial viability of prospective locations. The role is remote, with a base in London and regular travel for client and stakeholder meetings across the UK. As the UK operation develops, there are plans to establish a dedicated coworking presence in London. You will work closely with the wider European business and have significant scope to develop your responsibilities as the UK operation grows.

- £65,000 - £75,000 basic salary + Bonus/Commission (negotiable)

Responsibilities and duties
- Develop and manage commercial relationships with local authorities, Highway Authorities and other public-sector stakeholders across the UK.
- Identify and develop opportunities for EV charging concessions and long-term infrastructure partnerships.
- Build and maintain a strong pipeline of public-sector opportunities across multiple UK regions.
- Lead commercial engagement from initial opportunity identification through to contract award.
- Manage the end-to-end public procurement process, including preparation and submission of tenders, proposals and supporting documentation.
- Lead submissions relating to LEVI-funded programmes and other relevant public-sector EV infrastructure initiatives.
- Work closely with internal technical, operational and commercial teams to assess prospective charging locations.
- Coordinate the evaluation of sites, including considerations around grid availability, planning, land requirements and commercial viability.
- Consider the potential for DOOH advertising revenue when assessing prospective locations and commercial models.
- Develop commercial proposals that balance the requirements of public-sector partners with the long-term viability of charging infrastructure.
- Maintain accurate records of opportunities, stakeholder relationships, procurement timelines and commercial activity.
- Represent the business at relevant industry, local authority and public-sector meetings and events.
- Monitor developments in UK EV infrastructure, public procurement, local authority charging strategies and relevant funding programmes.
- Provide market feedback to the wider European leadership team and contribute to the development of the UK market strategy.
- Work collaboratively with colleagues across the wider business to ensure opportunities progress effectively from commercial agreement into delivery.
Professional qualifications and experience
- Proven experience in business development, commercial development or partnerships within the UK public sector.
- Demonstrable experience securing contracts or commercial agreements with local authorities, Highway Authorities or other public-sector organisations.
- Experience within EV charging, EV infrastructure, transport infrastructure, Digital Out-of-Home (DOOH), energy or a closely related infrastructure sector.
- Strong understanding of UK public-sector procurement processes and tendering procedures.
- Experience of leading complex tenders from opportunity identification through to submission and contract award.
- Previous experience with LEVI-funded programmes or local authority EV charging procurement would be highly advantageous.
- A strong understanding of the UK EV charging market and the role of local authorities in developing public charging infrastructure.
- Commercial understanding of concession-based business models and long-term infrastructure partnerships.
- Comfortable working with technical teams to understand site feasibility, grid capacity, planning and infrastructure requirements.
- Strong commercial and financial awareness, with the ability to assess the viability of prospective opportunities.
- Excellent written and verbal communication skills, with the ability to communicate effectively with senior stakeholders within councils and other public bodies.
- Willingness to travel regularly across the UK for meetings and stakeholder engagement.
- A full UK driving licence.
