Business Development Manager – Public Sector Location: Midlands Based | Flexible home and office working Salary: £40,000 basic salary (Negotiable) OTE: £65,000–£75,000 Benefits: Car allowance or company vehicle, matched pension, 25 days holiday + Bank Holidays and discretionary profit share Contract: Full-time, permanent Envo Talent is partnering with an established UK business operating at the intersection of urban infrastructure, public services and sustainable transport. The business works with local authorities to deliver practical infrastructure solutions that respond to the needs of communities and support wider transport and environmental objectives. Following an established track record in its core market, the business is looking to develop its presence across the wider UK. While it already has relationships with a number of local authorities, there is significant scope to establish new partnerships in regions where its services are not yet widely represented. The opportunity is to take ownership of that expansion, identifying prospective local authority customers, building relationships from the ground up and converting genuine demand into commercially viable projects. This is a new business role rather than an account management position. The proposition is established, and there is evidence of unmet demand in target areas. The priority is to turn that potential into a structured pipeline of opportunities and sustainable customer relationships. Role overview Reporting to the Sales Manager, you will be responsible for developing new business with local authorities across the UK, with a particular focus on areas outside the company's established geographical markets. You will manage the process from initial research and prospecting through to stakeholder engagement, proposal development, procurement and securing the first order. You will also work with prospective customers to identify funding opportunities and build a longer-term case for investment. This is a self-directed position within a small commercial team. You will have the autonomy to shape your territory, prioritise target authorities and develop your own approach to market engagement, with support from colleagues across sales and marketing. Success will depend on your ability to build a credible pipeline, navigate public sector decision-making and maintain momentum through sales cycles that can extend over 12 months or longer. Salary and benefits Basic salary: £40,000 per annum (Negotiable) OTE: £65,000–£75,000 Vehicle: Company vehicle or car allowance Pension: Matched employer contributions up to 5% Annual leave: 25 days, increasing with length of service, plus the option to buy or sell up to five days each year Bonus: Discretionary annual profit share linked to company and individual performance Working arrangements: Flexible approach to home and office working Additional benefits: Cycle to work scheme, access to LinkedIn Learning, free fruit and team social events Interested in the role? If you have a track record of winning new business with local authorities or other procurement-led organisations, we'd welcome a conversation. Apply through Envo Talent to discuss the role, the business's plans for expansion and what success would look like in the position. Responsibilities and duties New business development and pipeline generation Build, maintain and prioritise a target list of local authorities, using factors such as evidenced demand, local policy objectives, funding availability and investment priorities. Identify and engage new stakeholders, including transport officers, sustainability leads, parking teams, procurement professionals and elected representatives. Develop relationships from initial contact through to a qualified commercial opportunity. Use available research, local data and customer insight to develop relevant, evidence-based proposals for individual authorities. Maintain an accurate and structured sales pipeline, recording opportunity values, progress, key stakeholders and anticipated decision dates. Represent the business at relevant local government, transport and infrastructure events to develop new relationships and identify opportunities. Winning and developing new accounts Manage opportunities from initial prospecting through to proposal development, tendering, negotiation and securing the first order. Work with local authority stakeholders to establish a clear business case, addressing local requirements, funding constraints and procurement processes. Identify opportunities to expand initial projects into longer-term programmes of work. Establish strong customer relationships and ensure a clear handover to account management colleagues once an account is established, while retaining appropriate relationships to support future opportunities. Funding, market intelligence and collaboration Help prospective customers identify relevant funding routes and understand how potential projects could be developed and financed. Monitor local authority investment plans, procurement activity, policy developments and competitor activity to inform territory planning. Work with marketing colleagues to improve targeted outreach and turn available customer demand data into meaningful sales opportunities. Share market feedback and customer insight with the wider business to inform commercial strategy and future service development. Compliance and professional standards Ensure proposals, tender submissions and customer communications are accurate, commercially sound and aligned with the relevant procurement requirements. Maintain clear records of customer engagement, opportunities and commitments. Conduct business in line with company policies, applicable procurement rules and expected standards of professional integrity. Professional qualifications and experience Essential experience A demonstrable track record of originating and winning new business, with clear examples of customers or accounts you have personally secured. Experience selling into UK local authorities or other complex, procurement-led organisations where purchasing decisions involve multiple stakeholders and budget approval. Experience managing extended sales cycles and maintaining a structured approach when opportunities take 12 months or longer to convert. The ability to build a commercial case using data, evidence and an understanding of the customer's objectives. Confidence engaging with stakeholders at different levels, including senior officers, decision-makers and elected representatives. Strong relationship-building, presentation and commercial communication skills. A self-sufficient approach to prospecting, pipeline management and territory development. A full UK driving licence and willingness to travel nationally, including occasional overnight stays. Desirable experience Knowledge of local authority procurement, tendering, frameworks and public sector funding mechanisms. An understanding of local transport strategies, active travel policy, sustainability objectives or public realm investment. Experience in a related sector such as EV charging infrastructure, street furniture, urban infrastructure, public realm, waste management or other services supplied to local authorities. Experience of developing accounts where an initial project creates the opportunity for further contracts or wider deployment. Familiarity with the challenges of securing funding and progressing capital projects within the public sector. A formal degree or specific professional qualification is not essential where you can demonstrate the relevant commercial experience and ability to deliver results. Personal attributes and behaviours The successful candidate will be comfortable taking ownership of a market and building relationships without relying on an established lead-generation function. You will bring: Self-motivation: The discipline to plan your activity, prioritise opportunities and maintain momentum without close day-to-day supervision. Commercial judgement: The ability to identify where demand, funding and customer priorities align, focusing time on opportunities with a realistic prospect of conversion. Persistence: A measured, consistent approach to longer sales cycles, recognising that public sector decisions often require patience and careful follow-up. Credibility: The confidence to engage professionally with a range of stakeholders and present a clear, evidence-based case for investment. Organisation: Strong pipeline management, accurate record-keeping and the ability to coordinate multiple opportunities at different stages. Collaboration: A willingness to work closely with sales, marketing and account management colleagues while retaining ownership of your own territory. Integrity: A straightforward, customer-focused approach that builds trust and supports long-term commercial relationships. An interest in sustainable transport, infrastructure or environmental improvement would be beneficial, but your ability to develop new business and navigate complex customer organisations is the priority.
