This is a hybrid-working role contractually based in Chelmsford. You will work from the Chelmsford office at least one day per month, and across our operational area on other days, depending on business need.

Work as part of the Strategy Growth Infrastructure and Integration Team to plan and deliver the best possible bus network for Essex residents, funded through developer contributions (from s106 agreements), bus grants from central Government and Essex County Council’s own local bus funding.

Reporting to the Strategy Growth Infrastructure and Integration Manager, you will work closely with the Bus Network Development and Integration Lead, our Local Bus & DRT Team and other parts of EDD’s Integrated Passenger Transport Unit to develop and help implement outline plans for new or improved bus services and networks across Essex. This will include improvements to existing ECC supported services, assessing the need for and designing new bus services and networks for new housing and commercial developments and proposing and securing opportunities for improvements to the wider (commercial) bus network.

You will work these up into detailed procurement packages and prepare the necessary tender and governance documentation with our professional procurement, finance and legal teams. You will also participate in some procurement activities.

Accountabilities
  • Responsible for identifying opportunities for bus network improvements based on evidence and analysis.
  • Responsible for the design of a proposed integrated network embedding new proposals within the existing network and bringing together opportunities provided by s106, DfT Bus Grant; and ECC local bus funding to produce an integrated network map.
  • Responsible for designing the individual new routes within those networks; and the route improvements within those networks, working with key stakeholders to assure deliverability to produce a set of new proposed routes or route enhancements.
  • Responsible for producing the appropriate procurement documents and providing expert advice to procurement colleagues to enable the delivery of new services and service enhancements to produce a pack for the procurement of the new or enhanced routes, participating in procurement exercises as needed.
  • Responsible for collaborating with colleagues within ECC and local planning authorities to help negotiate s106 agreements for developer funding, manage existing supported local bus services and develop our Enhanced Bus Partnerships to produce funding for new and enhanced routes.
  • Responsible for managing the development of geographic network plans and the delivery of the Bus Grant funded and s106 funded services within those plans to produce funded routes and route enhancements.
  • Responsible for managing procurements or direct awards in line with the above to deliver improved or new bus routes.
  • Responsible for highlighting risks and issues and ways in which these can be mitigated and escalated as appropriate.
The Experience You Will Bring
  • Educated to degree level or similar ability demonstrated by a minimum of three years’ experience in the public transport sector (local authority or commercial) or working with developers to deliver public transport networks.
  • Evidence of continuing professional development.
  • The role would suit someone with well-developed bus service network and route planning skills and practical experience of using them to deliver bus services.
  • Experience of bringing together different requirements into a cohesive network that functions within an agreed funding envelope.
  • Experience in developing multiple options and solutions and brokering a way forward.
  • Experience of working with a diverse range of individuals at different levels within a complex organisation and engaging with them, finding ways to overcome obstacles and support them.
  • Ability to demonstrate a strong collaborative approach and model team working.
  • Ability to demonstrate leadership skills, including managing stakeholders.

Please note that the job role requires you to be mobile throughout an operational area. Therefore, the post holder will need to have a driving licence and access to a vehicle, or the ability to meet the mobility requirements of the role through other means.
