Essex County Council (ECC) are delighted to be supporting Braintree District Council in recruiting an Operations Delivery Manager within their Waste Service on a full-time, temporary basis. Due to the nature of this role, the successful candidate will be required to work on-site, full-time for an initial period. This role will be based both at Causeway House and Lakes Industrial Park.

In 2026, the Government is introducing Simpler Recycling across England. This means every council, including ours, will follow the same rules for what can be recycled at home making it easier for you to recycle and help protect the environment. This means that your collections are changing!

We are looking for an enthusiastic, hard-working and dedicated individual to join our Waste Service to review the over-arching Waste Management services, which includes the delivery of bins & caddies to over 60,000 properties and bulk waste to local business and schools.

Role Purpose

  • Responsible for the co-ordination of multiple projects and assist with the implementation of those projects within Operations to support the waste service changes.
  • Providing a clear sense of direction and optimism.
  • Develop, monitor and review the scope of work, schedules and budgets to ensure the waste review changes are implemented.
  • Ensure compliance with statutory duties e.g. Operator's Licence Compliance and Health and Safety within the remit of the post are fully met.
  • Provide effective communication and updates across waste services and all other relevant departments, including senior management on a day-to-day basis.

Principal Accountabilities

  • Manage and oversee the provision of high-quality customer focused services provided by the Waste Operations, ensuring they are responsive to change and embrace best practice in terms of efficiency and high performance.
  • Provide forward thinking operational leadership, support, motivation and development to the managers/team leaders and to co-ordinate with the drivers and loaders to ensure a cohesive and integrated approach to the delivery of services.
  • Review, interpret and challenge current processes and research other organisations and approaches, showing consideration of these in all aspects.
  • Develop and support all staff, including interdependency service staff to ensure the new service is implemented and integrated efficiently and within the timelines that are set out.
  • Pro-actively make appropriate project and team linkages and manage a collaborative approach to the review and the proposals throughout the iterative process of building and delivering the recommendations, working across a number of departments and stakeholders.
  • Ensure the delivery of service improvements through review of the Waste Management services and to ensure the effective and efficient use of associated resources.

Skills, Knowledge and Experiences

  • Experience of delivering Operational services.
  • Experience of working knowledge of waste, vehicles and logistics.
  • Experience of project management and process development.
  • Experience of corporate working and management in a comparable organisation.
  • Experience of delivering innovative and effective waste and transport initiatives.

Skills and Knowledge

  • Knowledge and experience of front-line service delivery aimed at delivering excellent customer service and value for money.
  • Ability to lead, motivate, change and develop service improvement.
  • Knowledge of health & safety legislation.
  • Excellent communication skills including written, presentational and verbal.
  • Ability to establish and maintain positive working relationships at all levels, both internally and externally, including elected members.
  • Ability to prioritise a heavy and fluctuating workload and meet associated deadlines.
  • Excellent organisational skills including multitasking and time management skills.
