The Role
Essex County Council (ECC) is one of the largest and most dynamic local authorities in the UK, managing a large and diverse geographical region.
Essex Highways is responsible for managing and maintaining one of the largest highway networks in the country: 5,000 miles of roads and around 5,000 miles of footways. The Asset Systems and Data Officer will develop, implement, and maintain Asset Management Systems, ensuring effective use by managing relationships with all Highways Teams, stakeholders, and business partners.
Accountabilities
- Responsible for the identification, design, planning, programming, ordering, and monitoring of work and services to ensure future programmes are delivered on time and within budget.
- Provide specialist advice and guidance to senior leaders/members and the general public on all highway-related matters.
- Ensure strong budgetary control and financial management for areas of responsibility.
- Assist with the management and monitoring of the Essex Highways contract.
- Contribute to the provision of statistical and management information.
- Develop and manage system management protocols for timely collection and provision of performance information.
- Ensure the seamless flow of information between Highways Teams, Partners, and Stakeholders.
- Manage and participate in key projects relating to Asset Management Systems.
- Liaise with colleagues across Essex Highways for key performance and management information.
The Experience You Will Bring
- Educated to RQF Level 6 (Bachelor’s degree) or equivalent proven experience in highways and/or transportation.
- Evidence of continuing professional development and expert knowledge in relevant professional areas.
- Detailed knowledge and experience of working with Highways IT Systems, particularly Confirm.
- Knowledge and experience of budgetary governance, management, and control measures.
- Extensive knowledge of Highway legislation and Health and Safety legislation.
- Evidence of post-qualification experience in highways and transportation project management.
- Ability to build and maintain effective internal and external working relationships.
Please note that the job role requires mobility throughout an operational area. Therefore, the post holder will need to have a driving licence and access to a vehicle, or the ability to meet the mobility requirements of the role through other means.
