b Overview /b p As a Scrutiny Officer in ESS, you will support the new scrutiny duties by assessing how local authorities meet climate change duties and how the Scottish Government delivers biodiversity and nature restoration targets. You will work within the New Scrutiny Duties Development Department to turn evidence into insights, reports, and policy recommendations. The role involves data analysis, programme planning, and contributing to external communications to build understanding of ESS work with stakeholders. This is a period of organisational change with a clear mission: improve compliance and implementation of environmental law to benefit Scotland’s people and nature. /p b Responsibilities /b ul li Contribute to evidence gathering, policy scrutiny, and reporting outcomes for climate duties and biodiversity targets /li li Support implementation of policies, practices, and controls for new scrutiny duties /li li Assist in workload planning and programme management for the two scrutiny teams /li li Monitor and evaluate developments in policy, regulation, and practice /li li Develop and implement an external outreach programme with the communications team /li li Collaborate with the data analysis team to strengthen the evidence base through data management and analysis /li li Produce external reports and briefings to communicate department work /li li Manage departmental dashboards and PMIs /li li Maintain information management procedures and records for the department /li li Support wider ESS organisational work as required /li /ul b Key requirements /b ul li Ability to conduct detailed analysis using diverse evidence to generate meaningful insights and recommendations /li li Strong interpersonal, networking, and relationship-building skills with internal and external stakeholders /li li Excellent organisational and prioritisation abilities, capable of independent, high-quality delivery /li li Experience in quantitative analysis and data management to inform decisions /li li Excellent written and oral communication skills, including drafting and editing reports for varied audiences /li li Two years’ experience in a policy or scrutiny support function /li /ul ul li excellent communication /li li influencing skills /li li team-working /li li data management /li li quantitative analysis /li li data-driven decision making /li /ul
