About the Project

We are looking for a highly technical, mechanically biased Black Hat Site Manager / Technical Services Manager to oversee a major infrastructure modernization and commissioning package at a prominent healthcare facility. Operating under a Tier 1 contractor framework, this project covers critical plant rooms, live-environment upgrades, and system integrations. A defining aspect of this assignment is the facility's reliance on legacy steam boiler systems. We require a manager who possesses the practical engineering background needed to confidently oversee the maintenance, modification, commissioning, and final compliance testing of steam power networks utilized for localized heating and high-grade clinical sterilization.

Key Responsibilities

  • Mechanical Delivery & Commissioning: Act as the lead technical manager for HVAC, public health, plant room, and legacy steam distribution installations through to final handover.
  • Live Environment Coordination: Safely manage complex engineering works within an active healthcare environment, implementing strict mitigation strategies for dust, noise, and vibration while keeping clinical/patient-care zones completely unaffected.
  • Subcontractor Management: Lead, supervise, and coordinate multi-disciplinary mechanical trades, commissioning engineers, and specialist sub-contractors on-site.
  • Stakeholder Management: Bridge the gap between the engineering delivery team and healthcare stakeholders. Ensure planned system shutdowns and complex switchovers are meticulously communicated, risk-assessed, and safely executed.
  • Quality Assurance: Conduct thorough site inspections, manage non-conformance reports (NCRs), process RFIs, and execute strict technical snagging.

What We Are Looking For

  • A Time-Served Mechanical Professional: A proven background as an M&E Site Manager, Commissioning Manager, or TSM, with direct experience dealing with historic steam-powered boilers.
  • Live Medical / Healthcare Background: A strong track record of successful delivery within operational healthcare facilities, life science laboratories, or high-volatility pharmaceutical settings.
  • High Technical Competency: Comfort reading complex design drawings, adjusting layouts, managing asset information, and resolving deep-rooted engineering defects on-site.
  • Compliance Mindset: Deep awareness of HTMs (Health Technical Memoranda), strict safety protocols, and live-environment risk management.

Qualifications & Cards

  • JIB Black Card or JIB Red Card (Advanced / Manager under current NVQ Level 6/7 assessment).
  • Active SMSTS certification (or a commitment to sitting a fast-track refresher prior to starting on site).
