Interim Regional Development Manager – Foster Care Services (Contract)
Location: Cardiff & Vale of Glamorgan (regular travel required)

The Challenge
We are seeking a highly dynamic, self-starting Interim Regional Development Manager to tackle a critical growth challenge. Last year, our regional foster carer recruitment hit a standstill: while 11 new carers were successfully approved, 11 others left the service. We have piloted multiple initiatives—including corporate partnerships with health, education, and local businesses, targeted Indeed campaigns, and creative funding for home extensions. Now, we need a strategic operator to analyze the data, eliminate what isn't working, and actively drive net growth. If you are a confident manager who can run with an idea independently, challenge the status quo, and implement fast operational changes, this contract is for you.
Responsibilities
- Own the Strategy & Funnel: Take full accountability for increasing the net number of active foster carers across the Cardiff and Vale region.
- Data Tracking & Systems: Actively track applicants through their recruitment journey using SharePoint forms and lists. You will analyze this data to identify bottlenecks and report actionable insights at local, regional, and national levels.
- Digital & Public Presence: Manage the regional hub website and digital footprint, serving as the strategic first point of contact for the service.
- Stakeholder Engagement: Present confidently at senior management meetings and collaborate closely with external public and private partners.
- Team Leadership: Manage a small, specialized regional team (spanning marketing, recruitment support, and training), pivoting their focus toward high-impact recruitment activities.

- Mobility: Must be based locally or able to travel regularly across sites within Cardiff and the Vale of Glamorgan.
