Interim Regional Development Manager – Foster Care Services (Contract)
Location: Cardiff & Vale of Glamorgan (ability to travel required)
Pay Rate: £25.24 per hour
Job Type: Full-time, Contract (12 months)
The Challenge
We are looking for a highly dynamic, self-starting Interim Regional Development Manager to tackle a critical growth challenge. In this region last year, foster carer recruitment broke even: 11 new carers were successfully recruited, but 11 left. We have piloted multiple initiatives—from corporate partnerships with health, education, and local businesses, to using Indeed and funding home extensions—but we need a strategic operator to analyze what is working, cut what isn't, and actively drive new growth.
If you are a confident manager who can run with an idea independently, challenge the status quo, and implement fast operational changes, this contract is for you.
What You’ll Do:
- Own the Strategy & Funnel: Take full responsibility for increasing the net number of foster carers across the Cardiff and Vale region.
- Data Tracking & Systems: Actively track applicants through their recruitment journey using SharePoint forms/lists. You will analyze this data to identify bottlenecks and report findings back at local, regional, and national levels.
- Digital & Public Presence: Manage the regional hub website and digital presence, serving as the strategic first point of contact for the service. You must be entirely confident speaking publicly, collaborating with external partners, and presenting at senior management meetings.
- Team Leadership: Manage a small, specialized regional team (spanning marketing, recruitment support, and training), pivoting their focus to high-impact recruitment activities.
What We Need From You:
- Autonomy & Drive: A dynamic professional who doesn't wait for instruction. You can take a high-level concept, execute it independently, and own the results.
- Systems & Data Competency: Hands-on experience using SharePoint lists/forms to track customer/applicant pipelines, with the ability to translate that data into sharp performance reports.
- Strong Communication: Complete confidence in high-stakes environments, whether pitching to a local business partner or briefing senior public sector heads.
- Mobility: You must be local to the area or able to travel regularly across sites in Cardiff and the Vale of Glamorgan.
- Sector Experience (Highly Desirable): Prior experience within local authority children’s services, fostering frameworks, or public sector growth campaigns will allow you to hit the ground running.
