Job Description

Planning & Development Manager

Location: Reading

Contract: Permanent, full-time (37.5 hrs; Mon–Fri, 9:00–17:30)

Salary: Competitive + company car + discretionary bonus

Shape a diverse operational estate across waste, minerals, renewables and sustainability.

Own the early stages: identify opportunities, secure consents and steer value-adding projects from feasibility through to handover.

What you’ll do

  • Lead planning strategy and deliver robust submissions (incl. EIA where required) from pre-app to decision.
  • Identify & appraise development opportunities; assess constraints, feasibility, market potential and commercial viability.
  • Coordinate multi-disciplinary consultants; manage programme, budget and risk.
  • Monitor and discharge planning conditions; manage variations; progress legal agreements (S106/S278/S38) to completion.
  • Track local plans and make representations to protect and promote portfolio interests.
  • Run/attend liaison groups and support public consultation with comms stakeholders.
  • Provide clear planning advice to Operations/Estates to support efficient delivery.

What you’ll bring

  • 2+ years in a planning/development role (client, consultancy or contractor); waste/minerals/infra experience welcome, strong transferables considered.
  • Degree accredited by RTPI/RICS; member or working towards (chartership support available).
  • Practical knowledge of planning applications, EIA, conditions and planning processes/appeals.
  • Familiar with S106/S278/S38 and LPA/Highways/EA/LLFA interfaces.
  • Comfortable with drawings/specs and measurements; strong MS Office (AutoCAD/GIS a plus).
  • Confident communicator; organised; able to manage multiple workstreams.
  • Full UK driving licence and willingness to travel.
