We are seeking a highly motivated and experienced Principal Planning Officer to join Enfield Council’s CIL and S106 Team within Strategic Planning, Policy, Projects and Design. This role focuses on delivering infrastructure across the borough, with a strong emphasis on the effective management and monitoring of Section 106 obligations.

Responsibilities

  • Oversee complex S106 agreements once signed, ensuring all financial and non‑financial obligations are triggered, tracked, and delivered.
  • Provide ad‑hoc advice to Development Management colleagues and contribute to key strategic work, including the new S106 Supplementary Planning Document and the Infrastructure Delivery Plan.
  • Administer and monitor the Community Infrastructure Levy (CIL), supporting accurate calculations, phased development cases, and the allocation and monitoring of CIL funds.
  • Translate complex financial and planning information clearly to diverse audiences and collaborate with members, developers, and the community to deliver positive outcomes for Enfield.

Qualifications

  • Proven experience in CIL and S106 administration and monitoring.
  • Strong project‑management skills and a solid understanding of planning legislation and infrastructure delivery.
  • Highly organised, numerate, and able to present detailed financial and planning information to varied audiences.
  • Demonstrated accountability, openness, respect, and proactive teamwork while working constructively with colleagues and stakeholders.
