This is a senior leadership role with accountability for the successful delivery of technology‑enabled change across the organisation. You will lead multidisciplinary delivery teams, oversee significant capital and revenue investment, and work closely with senior stakeholders to ensure projects deliver clear outcomes, value for money and measurable benefits.

What You’ll Be Doing

  • Lead and be accountable for the delivery of the Council’s approved digital portfolio, ensuring projects and programmes are delivered to agreed time, cost and quality.
  • Provide strategic oversight and assurance across portfolio delivery, acting as the primary escalation point for risks, issues and interdependencies.
  • Manage and optimise significant capital and revenue budgets, ensuring robust financial control, forecasting and transparency.
  • Lead, manage and develop a pool of Project Managers and matrix‑manage subject matter experts across the delivery lifecycle.
  • Work collaboratively with service areas, senior leaders and third‑party partners to translate business priorities into effective technology solutions.
  • Ensure all delivery activity complies with organisational frameworks for governance, information management, assurance and change.
  • Prepare clear, concise and authoritative performance reporting for senior leadership and Executive Management Team, supporting informed decision‑making.
  • Drive continuous improvement in delivery performance, including identifying opportunities for automation, improved tooling and more efficient operating models.
  • Contribute to the wider leadership of Digital Services, including deputising for the Head of Project Delivery and Governance when required.

What We’re Looking For

  • Substantial experience leading and delivering complex portfolios of programmes and projects in a large, multi‑layered organisation.
  • Strong commercial and financial management capability, including oversight of significant budgets and supplier relationships.
  • Proven experience of leading senior managers and high‑performing delivery teams.
  • The ability to engage, influence and challenge senior stakeholders with clarity and credibility.
  • A strong background in digital, data or technology‑enabled delivery, with experience across both waterfall and agile environments.
  • Excellent communication skills, with the ability to absorb and communicate complex technical, business and financial information effectively.

Professional qualifications in programme or project management (e.g. PRINCE2, MSP, APM) and experience of benefits realisation and change leadership are highly desirable.

Why Join Us

At Enfield Council, Digital Services plays a fundamental role in enabling transformation, improving outcomes for residents and helping the organisation deliver more with less. As Head of Digital Delivery, you’ll be at the centre of this ambition — shaping how change is delivered, developing future‑focused capability, and making a lasting impact across the organisation.

Benefits

  • An excellent pension through the Local Government Pension Scheme (LGPS).
  • Up to 32 days annual leave depending on grade and length of service, plus eight public holidays and an extra day off at Christmas.
  • Remote and office‑based working options for most roles.
  • Interest‑free season ticket loan repayable over three or ten months.
  • Career development and learning opportunities through a range of training courses.
  • Employee Assistance Programme offering confidential advice and counselling services for staff and their families.
  • Health and leisure discounts and tax‑free bikes for work.
  • One month’s paid sabbatical for registered Social Workers working in Children’s Social Care.
