Given the practical and execution-focused nature of this role, the final title (CEO or CEO/COO) will be confirmed with the preferred candidate, reflecting their experience and the organisation’s needs. Depending on the skills and experience of the successful candidate, EnergyCloud England may also confirm an alternative but equivalent senior leadership title.

At EnergyCloud England, our mission is to create solutions to use surplus renewable energy – which would otherwise be wasted – and redirect it to homes in fuel poverty. EnergyCloud England is a not-for-profit company limited by guarantee. To date, the organisation has been volunteer-led and the process is underway to register as a charity.

To enable EnergyCloud England to support more families in energy poverty across England, the organisation is beginning to put dedicated executive capacity in place, starting with the appointment of its first CEO/COO. Up to now, support has been provided from corporate partners and the organisation has secured funding to support this executive capacity.

Contract type: This is a fixed-term appointment for an initial period of 6–12 months, with the specific duration to be confirmed through the recruitment process. There is the possibility of extension, subject to funding, performance and organisational needs.

Working pattern: The role is envisaged as full-time. However, for an exceptional candidate we are open to discussing a part-time arrangement, subject to an agreed minimum time commitment.

Location: The role is expected to be home-based within England, with regular travel to meetings with partners and the Board as required.

We offer a unique opportunity to lead a mission-driven organisation tackling fuel poverty through innovative renewable energy solutions. While we operate as a social enterprise with a start-up structure, this role provides significant autonomy, purpose and the chance to shape strategy and operations from the ground up. Compensation will reflect our social enterprise status, but we aim to balance this with flexibility, meaningful work and the opportunity to make a tangible difference in people’s lives. The final package will be informed by benchmarking during the recruitment process and will seek to recognise the experience and contribution of the successful candidate while aligning with our mission-driven model.

We are recruiting a hands-on CEO/COO to lead the next phase of EnergyCloud England’s development. In the initial phase, the CEO/COO will work closely with the Board and key delivery partners to drive execution and impact. This is a strongly execution-focused, operational role in a small, growing organisation. The CEO/COO will combine strategic leadership with direct delivery – personally leading key workstreams, managing day-to-day operations and working directly with partners and stakeholders.

The CEO/COO will be responsible for:

  • Developing and delivering EnergyCloud England’s strategy and business plan
  • Leading operational execution and project delivery
  • Establishing core systems, policies and processes
  • Building and managing relationships with funders, partners and stakeholders
  • Laying the foundations for future organisational capacity and growth

Key Responsibilities

  • Strategic Leadership
    • Develop and execute strategic plans to advance the organisation’s mission and objectives, ensuring alignment with EnergyCloud’s commitment to addressing energy poverty and improving national energy resilience.
    • Work with the Board to translate strategic priorities into clear delivery plans, milestones and resource requirements.
  • Hands-on Leadership and Delivery
    • Provide practical, day-to-day leadership across strategy, operations, fundraising, stakeholder engagement, and manage engagement with key partners and external contractors.
    • Personally lead key workstreams where required, ensuring effective execution, timely delivery and clear accountability.
  • Operational Execution and Project Implementation
    • Lead the planning, prioritisation and delivery of key projects, ensuring they are executed on time, within scope and aligned with organisational goals.
    • Establish clear project management standards, reporting structures and delivery milestones across all programmes.
    • Coordinate partners, contractors and suppliers to ensure smooth operational execution.
    • Identify risks and remove delivery barriers early, maintaining momentum and ensuring projects achieve their intended impact.
  • Operational Systems, Policies and Continuous Improvement
    • Develop and implement organisational policies across operational, governance, HR, data protection, safeguarding and compliance areas.
    • Ensure policies are clearly documented, communicated and embedded into day-to-day practice.
    • Review and update policies regularly to reflect legal requirements, best practice and operational learning.
    • Build systems and processes that support safe, compliant and efficient operations as EnergyCloud scales.
  • Fundraising
    • Lead fundraising efforts by identifying funding opportunities and cultivating relationships with donors, government programmes and mission-aligned investors.
    • Secure financial support for organisational initiatives and longer-term projects.
  • Organisational Management
    • Provide effective leadership, fostering a culture of collaboration, learning and social impact.
    • Plan and build future organisational capacity, ensuring that any future hires or contracts are aligned with EnergyCloud’s mission, values and operating model.
  • Human Resources
    • Oversee the human resources function for the organisation, including future recruitment, contracting and performance management as the team develops.
  • Business Plan Implementation
    • Drive implementation of the organisation’s business plan, integrating strategy with delivery plans and operational requirements.
    • Monitor progress, adjust priorities and allocate limited resources to ensure organisational objectives are met.
  • Partnerships and Collaboration
    • Cultivate strategic partnerships with government agencies, local authorities, housing associations, donors, utilities, installers and community organisations.
    • Build trusted relationships that support delivery, enable scaling and maximise social impact.
  • Impact Measurement and Reporting
    • Establish and maintain systems to monitor, evaluate and report on the impact of organisational initiatives.
    • Provide regular updates to the Board and stakeholders on progress against goals, performance indicators and project milestones.

Qualifications and Experience

  • Bachelor’s degree in Engineering, Science, Business, Environmental Studies or a related field; a Master’s degree is an advantage.
  • Proven leadership experience in a social enterprise, non-profit organisation or similar setting is desirable but not essential.
  • A track record of driving organisational growth and impact.
  • Demonstrated expertise in operational delivery and project management, including planning, execution and reporting.
  • Experience in fundraising, including grant applications, donor cultivation and/or securing investment capital, is an advantage.
  • Strong understanding of human resource management principles and practices, with experience leading and motivating people (including through partner organisations or matrix structures).
  • Excellent communication skills, including the ability to articulate a compelling vision, engage stakeholders and represent the organisation effectively.
  • Strategic thinker with the ability to analyse complex issues, identify opportunities and develop actionable plans for achieving goals.
  • Passion for social and environmental justice, with a commitment to advancing EnergyCloud’s ambition in addressing energy poverty.
