Raytheon's Receiver/Exciter & Processing Architecture (REPA) Department is responsible for the design, development, integration, and support to production builds, and lifecycle support of Raytheon products. The REPA Department has an opening for a Principal Electrical Engineer – Proposal Lead. This is a great opportunity for a flexible, multi-disciplined engineer who is seeking to utilise his/her strong background in radars to complement his/her experience leading costing activities.

What You Will Do

  • Craft strongly researched and well-documented engineering bids.
  • Write Basis of Estimates (BOEs) based on well thought out reasoning.
  • Defend bids to management while interfacing with hardware leads.
  • Support both Electrical and REPA Department level proposals at 50%, department level metrics development and support at 25%, and technical department initiatives at 25%.
  • This 1st shift role will be 100% on-site and based in Marlborough, MA. Travel is anticipated between multiple sites including Andover, MA and Tewksbury, MA.

Qualifications You Must Have

  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 8 years’ prior relevant experience.
  • Experience leading multi-disciplined teams to meet deadlines for proposal submissions.
  • Experience developing and submitting compliant Basis of Estimates (BOEs) aligned with regulatory requirements.
  • Experience analysing Statements of Work (SOWs) and Requests for Proposal (RFPs) to extract and define project scope.
  • Experience identifying risks and opportunities, preferably on detailed analysis of proposal cost rollups.
  • Experience adjusting and aligning bids to meet the requirements of various contract types, such as Firm Fixed Price (FFP) and Cost-Plus Fixed (CPFF).
  • Experience delivering presentations of proposal details to management.
  • The ability to obtain and maintain a U.S. government issued Secret security clearance post-start is required.

Qualifications We Prefer

  • Strong business acumen with an ability to advocate for the department when faced with disorganised proposal leadership.
  • Ability to work with Mechanical Engineering to occasionally develop a combined Hardware Package.
  • Familiarity with Standard Bidding Tool (SBT) and Engineering Project Information Collection (EPIC) as well as using the PS-07 tool.
  • Being comfortable in an environment where multi-tasking between technical, business, and schedule constraints must be constantly navigated.
  • Experience interfacing with cross-functional disciplines to align the Electrical Engineering bid with the overall project scope.
  • Experience with Receiver and Exciter hardware development at the radar system level.
  • Academic background that includes courses in: Receiver and/or Transmitter Design, Radio Frequency (RF) Design, Front-End Transceiver Design Theory, Digital Signal Processing, and Radar Systems Design Verification and system level verification testing experience.

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
