Job Summary
Managing and controlling the costs of construction projects, from initial budgeting and procurement to the final account. Financial management, risk mitigation, cost forecasting and reporting, negotiating sub-contracts, contract and subcontract administration, variations and final accounts. Provide commercial support to the project team, maintaining commercial information and ensuring compliance with contractual requirements and ensuring that the Company’s objectives are achieved. Liaise with Employer representatives and other third parties on commercial issues, including agreement of variations, claims, and any additional payments.
Main Duties / Responsibilities / Requirements
- Ensure robust, accurate and timely cost and value reporting at both project and business unit level.
- Ensure accurate cash flow reporting takes place.
- Carry out cost management, including forecasting.
- Update the monthly CVR, cost and commercial plans and have accountability, along with the project team, for the commercial performance and strategy.
- Ensure that main contracts and subcontracts are administered in line with the provisions of the JCT Design and Build Contract / Sub-Contract and agreed amendments.
- Deep knowledge and proven experience in administering JCT Design and Build Contracts on behalf of Main Contractor / Developer are essential.
- Ensure that any main contracts entered into have terms and conditions that are appropriate, with commercial risks identified.
- Ensure that the supply chain is engaged appropriately with the correct contract terms and conditions.
- Ensure that good client relationships are fostered.
- Be responsible for subcontract letting, negotiation and financial accounting.
- Measure, price, negotiate and agree on budgets and costs for changes / variations to project scope.
- Attend pre-contract meetings, liaise with a wide range of construction professionals, and ensure the timely completion of agreed actions.
- Assess subcontractor payment entitlement and process payments, issue payments, and pay less notices timely.
- Track Employer instructions and carry out valuations.
- Carry out reconciliation of cost and value to date/forecast to keep the management team informed of project performance.
Essential Requirements for the Role
- UK Main Contractor or developer experience on residential or commercial projects with a construction value above £30m, as a quantity surveyor.
- Experience in administering JCT Design and Build Contract and Subcontract.
- Minimum 3 years of experience as a quantity surveyor.
- Construction or quantity surveying-related academic background.
- Fluency in English.
Skills
- Have good IT skills (including proficiency in using Microsoft Excel and Word).
- Have good numeracy and literacy skills.
- Familiarity with measurement software such as Bluebeam or AUTO CAD.
Knowledge
- Familiarity with JCT Design & Build contracts and knowledge of current Construction Law.
- Ability to demonstrate a good knowledge of monthly reporting and earned value analysis.
Experience
- Minimum of 3 years of experience in commercial management and procurement of subcontractors on behalf of Main Contractors / Developers.
Behavior
- Excellent team player whilst also holding the ability to work independently on own initiative.
- Excellent time management skills, with ability to work to tight deadlines.
- Ability to encourage and support junior members of the Commercial Team.
