We are currently looking for an experienced Procurement and Contract Management Manager to join a busy corporate procurement function. This role will focus on supporting Housing Services, leading complex procurement exercises and ensuring compliance with public sector procurement legislation.
Role
- Lead end‑to‑end procurement activity, from sourcing strategy and market engagement through to tendering, contract award and contract management.
- Provide procurement advice and guidance on tendering, contract management and procurement strategy.
- Manage procurement documents, procurement notices and governance requirements.
- Perform supplier due diligence and market engagement activities.
- Use the Proactis system for procurement activity.
- Review tender documentation to ensure compliance with procurement legislation and council regulations.
- Support the development and implementation of procurement and commercial strategies.
- Manage procurement projects and strategic sourcing initiatives.
- Collaborate with senior stakeholders, commissioners and external partners to deliver procurement objectives.
Key Requirements
- Significant experience working within public sector procurement and contract management.
- Extensive knowledge of the Procurement Act, Public Contracts Regulations 2015 (PCR 2015) and Provider Selection Regime (PSR).
- Experience managing complex end‑to‑end procurement and tendering exercises.
- Experience drafting procurement documentation and managing procurement notices.
- Experience developing sourcing strategies and undertaking supplier due diligence.
- Experience using Proactis or a similar e‑procurement system.
- Experience managing procurement governance and compliance requirements.
- Experience working closely with Housing Services or related housing procurements is advantageous.
