Minimum Requirements

  • This role is within the Central function functional infrastructure rather than actually delivering in a project.
  • Implement appropriate procedures, processes and systems to ensure the quality and consistency of data.
  • Provide expert cost engineering support across the organisation, acting as a centre of excellence for cost forecasting, analysis, trend identification and cost performance insight.
  • Drive the development and embedding of cost management processes, tools and guidance, contributing to continuous improvement and increased maturity of cost engineering capability.
  • Act as a trusted advisor and critical friend to delivery teams and leadership, providing proportionate challenge and assurance to support investment, prioritisation and confidence in cost positions.
  • Support capability development within the cost engineering community, including coaching, mentoring and promotion of professional standards and good practice.
  • Maintain and promote high personal standards in environment, safety, health, security and quality and be a great team player.

  • Standard Cost engineering background engineering, construction, economics.
  • Strong numerical and analytical skills.
  • Functional background Tracking manpower productivity and analysing time booked to projects including resource usage vs. planned, resource constraints, etc. and make any relevant recommendations to the Project Manager.
  • A senior member of the Business Management sub-function providing and delivering cost engineering capability in support of projects.

Key Accountabilities

  • Implement appropriate procedures, processes and systems to ensure the quality and consistency of data.
  • Task manage capacity and deployment of Business Management team members in support of Group Leaders.
  • Prepare, monitor and control of forecasts and budgets for specified projects, including change control.

Performance Monitoring and Reporting

  • Interrogate systems and performance to ascertain actual expenditure and project accruals as needed.
  • Preparation of cost reports, including trend analysis and early warnings where necessary.
  • Perform and support other Cost Engineer requirements as requested.

Key Responsibilities

  • Conduct full and detailed SPI, CPI variance analysis and subsequent root cause analysis, followed by provision of narrative, recommendations & recovery planning in accordance with monthly reporting timescales.
  • Establish the Project Cost Breakdown Structure (CBS) and lead on the preparation of cost studies utilising historical data.
  • Benchmarking and Trend Analysis Developing benchmarking information to meet specific needs.
  • Provide trended data to the Project Manager based on performance to date and emerging trends including making recommendations.
  • Tracking manpower productivity and analysing time booked to projects including resource usage vs. planned, resource constraints, etc. and make any relevant recommendations to the Project Manager.
