We are seeking an experienced Senior Project Manager to lead and manage multiple technology projects of varying size and complexity. This role serves as the primary project manager, overseeing requirements tracking and contributing to light business process definition. Projects may span multiple business lines across the county and may include both new initiatives and in-flight efforts. The position operates within a matrixed environment, collaborating with cross‑functional teams including information security, infrastructure (cloud and on‑premise), integrations, data conversion, GIS, and vendor solution providers. The role is part of the IST Project Management Office (PMO), working alongside a team of project managers under the supervision of the PMO Manager.
Key Responsibilities
- Lead end-to-end project management activities including planning, execution, monitoring, and delivery.
- Manage multiple concurrent technology projects across various departments.
- Collaborate with business stakeholders to ensure solutions align with business needs and priorities.
- Track and manage requirements, ensuring clarity and alignment throughout the project lifecycle.
- Facilitate business process understanding and assist in process definition to support requirements development.
- Apply PMO governance standards, including managing scope, schedule, cost, quality, and risk.
- Develop and maintain project artifacts such as charters, schedules, status reports, and change management documentation.
- Monitor and report project health, including schedule performance index (SPI) and other KPIs.
- Coordinate cross-functional teams and vendors to ensure successful project execution.
- Manage vendor relationships, including issue tracking, resolution, and contract-related coordination.
- Analyze data to identify trends and provide data-driven recommendations.
- Communicate project status, risks, and decisions effectively to both technical and non-technical audiences.
- Support business case development, cost estimation, and process improvement initiatives.
- Promote collaboration, trust, and effective stakeholder engagement across all levels.
- Adapt to changing priorities, environments, and organizational needs.
Required Qualifications
- PMP Certification (PMI) required.
- 10+ years of project management experience leading technology projects, including enterprise-level initiatives.
- 10+ years managing project scope, schedule, and budget.
- 10+ years experience working directly with business stakeholders and cross-functional teams.
- Strong expertise in project governance, including development and application of governance artifacts (charters, change management, etc.).
- Excellent written and verbal communication skills with the ability to tailor messaging to diverse audiences.
- Proficiency in Microsoft Office tools (Project, Excel, Word, PowerPoint, Teams).
- Solid understanding of Software Development Lifecycle (SDLC) and technology architecture principles.
- Experience with estimation, forecasting, and resource planning.
- Ability to analyze project data and provide actionable insights.
Qualifications
- 5 years of experience in Business Analysis (PBA) processes and techniques.
- Experience working in a medium to large organization (500+ employees).
- Prior project management experience within state or local government environments.
- Familiarity with CJIS requirements and security standards.
