Frontier Resourcing is supporting the delivery of a number of high‑profile defence and infrastructure programmes and is seeking an experienced Senior Cost Controller / Senior Project Controls Engineer to join a growing programme delivery team based around Derby. This role will support the delivery of cost control and performance management activities across complex infrastructure programmes, working closely with project delivery teams and wider project controls specialists. Hybrid working arrangements of three days at the client site. Due to the nature of the role, you must hold SC Clearance or above and be a sole UK national.
Key Responsibilities
- Implement and maintain cost control processes, systems and procedures to monitor project budgets, commitments, expenditure and forecasts.
- Tailor cost control approaches to meet programme requirements while aligning with industry best practice.
- Promote the value and importance of cost control across project and programme teams.
- Develop Cost Breakdown Structures (CBS) aligned with project Work Breakdown Structures (WBS).
- Ensure budgets are accurately time‑phased and aligned with project delivery plans.
- Map cost estimates to the appropriate work packages, planning packages and control accounts.
- Produce regular cost and performance reports to support project governance and programme oversight.
- Analyse Earned Value Management (EVM) data including cost and schedule performance indicators.
- Support forecasting activities and provide insights into cost performance trends.
- Lead the production of cost accruals to ensure accurate and timely recording of project costs.
- Ensure that Actual Cost of Work Performed (ACWP) is reflected correctly in cost reporting systems.
- Work closely with project managers, commercial teams, finance teams and programme leadership to ensure alignment of cost and project information.
- Provide cost data and analysis to support decision making and programme performance management.
- Support the development of cost reporting tools and tracking systems.
- Provide guidance, training and mentoring to junior team members and project stakeholders on cost control processes and best practice.
Skills and Experience
- Demonstrable experience in cost control within project or programme environments.
- Strong understanding of cost forecasting and cost performance reporting techniques.
- Experience supporting cost control assurance activities within programme performance cycles.
- Detailed knowledge of Earned Value Management (EVM), progress reporting and performance analysis.
- Advanced capability using Microsoft Excel and other Microsoft Office tools.
- Ability to work collaboratively with multi‑disciplinary project teams.
- Willingness to travel to project sites across the region as required.
- Experience using cost management or project controls software tools (desirable).
- Understanding of the wider Project Controls environment, including scheduling, risk management, reporting and change control (desirable).
- Familiarity with NEC contracts within infrastructure or construction programmes (desirable).
