This is an exciting opportunity for an experienced finance professional to take ownership of long-term business planning, shape financial strategy and provide senior-level treasury expertise to support the financial sustainability of a social housing organisation.
As Treasury and Business Planning Manager, you’ll play a key role in shaping the organisation’s financial future, ensuring its long-term business plan is robust, financially sustainable and aligned with its strategic objectives.
You’ll bring together treasury management, business planning and financial modelling to help senior stakeholders make informed decisions, manage financial risks and identify opportunities for sustainable growth.
This role offers the opportunity to work at a strategic level without the need to oversee a large, complex treasury function.
Instead, you’ll focus on providing expert guidance, challenging financial assumptions, leading the business planning process and supporting a team member responsible for day-to-day treasury activities.
With a salary of £75,000, permanent employment and attendance at the Peterborough office just 1–2 days per month for meetings, this could be an excellent next step for a senior finance professional looking to combine meaningful work in social housing with greater flexibility.
Please note: This role requires direct experience in social housing, treasury management and ownership of the end-to-end business planning process, including hands-on financial modeling using Brixx.
Candidates who do not meet all three essential requirements will not be considered.
In this position, you will be
- Leading and owning the end-to-end business planning process, from developing financial assumptions and forecasts through to scenario modelling, review and presentation.
- Building, maintaining and analysing long‑term business plan models using Brixx to support strategic decision‑making and financial sustainability.
- Challenging business plan assumptions and conducting sensitivity analysis and stress testing to assess financial risks, opportunities and long‑term viability.
- Providing strategic treasury oversight across debt facilities, borrowing, funding requirements, liquidity, interest‑rate exposure and covenant headroom.
- Evaluating the impact of interest‑rate movements, refinancing decisions and funding costs on the organisation’s long‑term financial position.
- Advising senior stakeholders and Board‑level decision‑makers on financial strategy, business planning, funding requirements and financial sustainability.
- Collaborating with finance, development, asset management and other teams to ensure business plans reflect robust, realistic financial assumptions.
- Managing and supporting a team member responsible for day‑to‑day treasury activities, providing technical guidance, oversight and professional development.
- Ensuring appropriate financial governance, reporting, controls and risk management across treasury and business planning activities.
I’d love to speak to anyone who has
- Proven experience as a Treasury and Business Planning Manager, Business Planning Manager, Treasury Manager or equivalent senior finance professional within social housing.
- Direct experience owning and delivering the end‑to‑end long‑term business planning process within a housing association or social housing provider.
- Strong, hands‑on experience using Brixx to build, maintain and analyse business plan models and run financial scenarios.
- A strong technical understanding of treasury management, including debt portfolios, borrowing, funding, liquidity, interest rates, covenant monitoring and financial risk.
- Experience assessing how business plan assumptions affect cash flow, funding requirements, financial viability and long‑term sustainability.
- Confidence presenting financial modelling, scenario analysis and strategic recommendations to senior leadership teams, committees and Boards.
- Experience managing or supporting colleagues responsible for day‑to‑day treasury operations.
- Excellent analytical, communication and stakeholder management skills, with the confidence to challenge assumptions and influence strategic decisions.
- A relevant professional qualification, such as ACCA, ACA or CIMA, or an appropriate treasury qualification (desirable).
Essential experience criteria
You must have direct social housing experience, practical treasury management expertise and personal ownership of the end‑to‑end business planning process, including hands‑on Brixx modelling.
Experience limited to treasury operations, contributing information to a business plan owned by another team, or introductory exposure to Brixx will not meet the requirements.
This role is offering the following benefits
- £75,000 annual salary.
- Permanent contract.
- Flexible working, with attendance at the Peterborough office approximately 1–2 days per month for meetings.
- A senior strategic position with influence over the organisation’s long‑term financial direction.
- The opportunity to combine treasury expertise, business planning and financial modelling.
- Direct involvement in strategic financial decisions, scenario planning and long‑term financial sustainability.
- The opportunity to provide strategic guidance while supporting and developing a member of the treasury team.
- The chance to contribute to the financial strength of a social housing organisation delivering essential services to its communities.
Location and working arrangements
This role offers significant flexibility, with attendance at the organisation’s Peterborough office approximately 1–2 days per month for meetings.
It could suit an experienced social housing finance professional based outside the immediate area who is looking for a senior strategic position without frequent commuting.
Candidates must be comfortable travelling to Peterborough for scheduled meetings and engaging with senior stakeholders as required.
