Role
You will lead the strategic management of every commercial building, asset, and investment owned by the Council, ensuring they generate income, support services or contribute to long‑term financial stability. You will manage a team of estates surveyors and collaborate closely with colleagues, partners and political leaders to deliver a portfolio that works hard for the organisation. This role demands commercial thinking to help the Council make informed decisions about which properties to retain, improve, repurpose or dispose of.
Key Responsibilities
- Manage a team of Principal and Estates Surveyors across the Council’s commercial property portfolio and land assets.
- Lead delivery of the commercial asset management strategy, including ownership and management of key asset data to inform critical decisions.
- Work with finance colleagues to align asset management decisions with medium‑term financial requirements.
- Support improvement of the commercial asset portfolio through disposals, acquisitions, valuations and tenant management.
- Lead and support infrastructure projects and inward investment, developing options for existing assets that maximise benefit to the Council.
- Lead annual valuations of land and buildings for the Statement of Accounts, including the housing portfolio.
- Build relationships with stakeholders and other public sector organisations through partnership forums.
Qualifications and Experience
- Fully qualified Estates Surveyor or equivalent experience, ideally MRICS qualified.
- Experience managing, coaching and supporting multi‑disciplinary estates teams.
- Proven experience formulating and implementing asset management strategies in commercial and housing sectors.
- Experience advising and influencing senior officers and elected members.
- Strong analytical skills with ability to interpret data and translate complex financial information into accessible formats.
- Experience producing business cases that support key organisational decision‑making.
- Ability to work under pressure, meet strict deadlines and think on your feet in meetings.
- Understanding of public sector procurement regulations.
