This is a rare opportunity to join one of the UK’s most significant and complex infrastructure programmes, created by continued expansion and long‑term investment in nationally critical, low carbon energy delivery. You will play a senior, influential role within an integrated project controls function, supporting a multibillion‑pound construction programme and shaping how estimating insight drives decision making at programme and board level. Working within a mature, highly regulated project environment, you will act as a subject matter expert for Estimating and Integrated Project Controls, partnering closely with programme leadership, contractors and risk teams. Responsibilities
- Act as the senior Project Controls expert for Estimating within your nominated Programme or Area, providing confidence to senior stakeholders through high‑quality assurance and insight.
- Produce and maintain robust estimates and forecasts aligned to the Cost and Work Breakdown Structures (CBS/WBS), covering packages typically valued between £10m and £500m.
- Assure the integrity, accuracy and governance of project controls data within enterprise systems such as EcoSYS, Primavera P6 and risk and reporting tools.
- Deliver timely, insightful reporting with clear narrative on key cost drivers, schedule impacts, risks and emerging performance trends.
- Review and challenge estimating assumptions, uncertainties and variances through structured analysis, workshops and scenario planning.
- Ensure estimates and schedules are informed by high‑quality risk data at both programme and portfolio level.
- Support programme leaders and contractor interfaces by reviewing contractor‑held estimates and assessing shared risks and opportunities.
- Lead continuous improvement of estimating processes, reporting, tools and dashboards including PowerBI outputs.
- Produce and present accurate project controls insight at Programme Reviews, Board meetings and portfolio risk forums.
- Lead estimating and systems training for programme teams, the wider PM community and early career professionals.
Qualifications & Experience
- Degree level qualification or equivalent experience in Project Controls, Engineering, Project Management or a related discipline.
- Significant experience working within a Project Controls environment on complex, large‑scale programmes.
- Expert level knowledge of estimating techniques, forecasting, cost control and performance measurement.
- Proven experience using enterprise project controls and estimating tools such as Primavera P6, estimating and risk systems.
- Confidence operating as a senior advisor, challenging assumptions and influencing decision making at leadership level.
Additional Qualifications (Nice to Have)
- Experience on major construction or infrastructure programmes.
- Background in nuclear or other highly regulated industries including energy, oil and gas, defence or transport.
- Exposure to contractor bid evaluation, cost risk analysis P levels and integrated reporting environments.
- Experience supporting board level or portfolio governance forums.
