We are passionate about driving high quality services, achieving real savings, and delivering better outcomes for our communities. Following a recent BEST review, we are implementing a series of improvements that will strengthen procurement across the organisation.

As part of this transformation, we are moving to a category management approach – modernising how we work, increasing our strategic impact, and enhancing the support we provide to services across the council. To support this change, our team is expanding, and we are recruiting four Procurement Specialists and one Procurement Officer across our construction related categories: Civil Engineering & Highways, Construction & Property, Fleet & Transport, Facilities Management/Repairs & Maintenance, and Waste Services. These roles offer an excellent opportunity to help shape a major uplift in procurement capability while building a rewarding career within a growing, forward‐thinking team.

About The Role: You will be part of a friendly, well‐established Contracting Team with strong relationships across the Council. No two days are the same – expect variety, challenge and the opportunity to have a genuine influence on how we buy and deliver services. You will enjoy the flexibility of hybrid working, splitting your time between our County Hall office and home. We currently expect colleagues to work a minimum of one day per week in the office, with senior leaders who genuinely understand the importance of work‐life balance and empower you to work in a way that brings out your best.

What We Are Looking For: Reporting to the Strategic Category Manager, you will lead and support a range of procurement projects – perfect for someone eager to step up from low‐risk procurement work into more complex, high‐value procurement whilst supporting with above‐threshold or high‐risk projects. This role is ideal if you:

  • Have an understanding of public sector procurement
  • Bring strong commercial awareness
  • Want to grow your skills in a supportive and forward‐thinking team
  • Communicate well and thrive in a collaborative environment
  • Have the drive and enthusiasm to learn, improve and make an impact

Why This Opportunity Stands Out: Joining us means joining a service that is continuing to grow, innovate and succeed. You will have the chance to make a meaningful contribution while developing your career in a team that champions your ambition.

What we offer: NCC's vision is a "Land of Great Opportunities" for current and future generations. Being a part of NCC means opportunities to learn and develop are all around us. We believe there is no better place to live and work. But there is, of course, more to offer than the uniqueness of our culture and the extraordinary results we produce. The additional benefits we offer are designed with your career and life stage in mind.

  • Access to the Local Government Pension Scheme
  • Generous annual leave package of 26 days plus bank holidays & options to purchase additional 10 days
  • Health & wellbeing initiatives
  • Free onsite parking with charging facilities for electric vehicles
