Howden Group Services – Group Operational Resilience Manager

Howden Group Services (HGS) is a central division of the Howden Group that provides a wide range of central services to the organisation worldwide – these services include (not exhaustive):

The operational resilience manager, reporting into the Group Head of Operational Resilience, is responsible for the day to day coordination of DORA compliance activities across Howden Group Services and Regulated Entities.

Key responsibilities

  • Management and review of the CIF list, CIF mapping and CIF vulnerability assessment definition through means such as scenario testing, controls testing or risk assessments.
  • Coordinate the annual reporting of the register of information.
  • Facilitate Group/ Entity ROI reporting sign off, acting as check and challenge. Coordinate the submission to the relevant competent authority and ensuring that there is alignment with the CIF framework.
  • Responsible for reviewing all errors and risks raised relating to ROI prior to regulatory submission, responsible for approving ROI prior to submission.
  • Participate in DORA incident management reporting and facilitate continuous process improvement.
  • Ensuring a holistic testing regime with SME input into the Digital Operational Resilience framework including failure modes, test types and test management and execution requirements.
  • Develop scenario library including the management and prioritization process for what scenarios are tested and the method of testing.
  • Create and maintain testing strategy and schedule across the entities, ensure these take place, provide support and manage remediation activities.
  • Assist in coordination of internal testing or risk assurance work on behalf of the Group related to Operational Resilience. Conduct assessments such as control testing where required to validate that controls deployed by Operational Resilience are operating effectively and employed in a risk-based approach.
  • Assist in coordination of internal testing or review work on behalf of the Group related to Operational Resilience. Conduct assessments such as control readiness where required to validate that controls deployed by Operational Resilience are operating effectively and employed in a risk-based approach and ready for independent assurance.
  • Assist in the coordination of remediation activities for Operational Resilience controls that are not operating effectively, as identified by 1st, 2nd or 3rd Line.
  • Conduct Operational Resilience 1st Line assurance on Intragroup Services. Determine proactive and reactive assurance, compiling an Intragroup assurance map to support entities in managing their intracompany risk for Resilience.
  • Develop the regulatory management strategy to demonstrate to regulators Howden's operational resilience program and implement this entity by entity. Coordinate on behalf of Howden Group Services the regulatory response to enquiry.
  • Provide SME input into the ICT Risk Management framework, procedures and controls, ensuring that they are aligned to DORA requirements and adhering to the annual cadence of activities such as maintenance of the DORA policy traceability matrix.
  • Lead coordination of the ICT risk management framework report that should be submitted to the local competent authority by the entity.
  • Coordinate any internal advisory or assessment/ readiness work on behalf of the Group related to Operational Resilience, partnering with ICT risk where required and bringing the other 1st line risk teams along, soliciting requirements as appropriate.

Knowledge and Experience

  • 5-7 years experience within Resilience across Third Party, Technology, Data, Risk Management, or Operations, including supporting a group-wide program within a complex and enterprise-wide organisation.
  • Experience implementing an Internal Controls framework, within a complex and enterprise-wide organisation.
  • Detailed knowledge of UK and European Operational Resilience law and regulation.
  • Knowledge of SOX would be advantageous.
  • Insurance or Financial Services experience preferred.
