Who are ENCYCLIS?
Encyclis are dedicated to the safe, efficient and sustainable recovery of energy from waste. We develop and operate energy recovery facilities that bring together technical expertise and stateâofâtheâart equipment to optimise efficiency, performance and safety. Our stateâofâtheâart facilities provide a more sustainable option to process residual waste that would otherwise have been directed to landfill. This utilisation of residual waste provides an essential and sustainable alternative to support baseload electrical production, supplement district heat demand and other practical resources to accelerate the circular economy of the future.
Encyclis currently has under construction the Protos Energy Recovery Facility in Ellesmere Port, Cheshire. Further to the operating units in Milton Keynes and Loughborough, this is the third project within the UK.
Location and Facility
Protos Energy Recovery Facility (ERF) will provide 500,000 tonnes of annual treatment capacity for nonârecyclable waste when it becomes operational in 2026. The facility, which is now in commissioning, is located near Ellesmere Port in Cheshire, within the Protos strategic energy and resource hub. In processing nonârecyclable residual waste, the Protos ERF will generate up to 49.9 megawatts of electricity â enough to power 75,000 UK homes. Protos ERF will be the home of the UK's first fullâscale carbon capture facility for EnergyâfromâWaste. As part of a programme led by the Department for Energy Security and Net Zero, the Protos carbon capture and storage (CCS) plant has been selected as a lead project. Work to build the CCS plant is already underway and when it starts operating in 2029, it will prevent up to 370,000 tonnes of carbon dioxide from entering the atmosphere, the equivalent of taking 200,000 cars off the road.

The Opportunity
Reporting to the Head of Health, Safety and Compliance, and working closely with the Plant Manager, you will be at the heart of driving health and safety excellence on site. As the Health & Safety Advisor, you'll take ownership of developing, maintaining and continually improving health and safety compliance, ensuring best practice is embedded into everyday operations. You'll be the first point of contact, providing clear, practical advice, keeping stakeholders informed, and supporting the effective implementation of policies and initiatives. You'll have a visible presence on site, translating health and safety strategy into meaningful action, and working collaboratively with teams to ensure everyone understands their role in creating a safe, wellâmanaged workplace.
Year One Key Success Priorities
- Embed Health & Safety excellence during commissioning and safe startâup, ensuring strong foundations for ongoing operations.
- Lead the development and implementation of aligned safety programmes, procedures and safe systems of work.
- Support onâboarding, training and competency development of the facility team in line with corporate requirements.
- Establish a strong site safety culture, including an effective Safety Committee and clear accountability at all levels.
- Integrate fully into the site leadership team, aligning Health & Safety with business, engineering and operational priorities.
Key Responsibilities
- Lead and manage Health & Safety performance at Protos Energy Recovery Facility from commissioning through to full operational delivery.
- Act as the primary Health & Safety contact on site, working closely with the Plant Manager and supporting the Head of Health, Safety and Compliance.
- Drive a positive, proactive safety culture, promoting engagement and ownership across all operational and maintenance teams.
- Manage all regulatory and statutory compliance, including liaison with the Health and Safety Executive (HSE) and reporting under RIDDOR where applicable.
- Deliver robust risk management, including inspections, audits, incident investigations and root cause analysis.
- Ensure effective training, emergency preparedness and fire safety arrangements are in place and maintained.
- Maintain full compliance with UK Health & Safety legislation, including CDM 2015, LOLER and PUWER.
Education & Experience
NEBOSH General Certificate in Occupational Health and Safety as a minimum. A minimum of 5 years relevant Health and Safety experience, ideally in Energy from Waste, power generation or a related industry.
