The Risk & Compliance team at EML believes in rolling up their sleeves and getting things done. At EML, we don't subscribe to ivory tower compliance – the organisation seeks a hands-on leader who will engage across the organisation and understand the practical impacts and outcomes of their work.

The Risk & Compliance team at EML is divided into two overarching teams:

  • Country Risk & Compliance – hold broad responsibilities within their countries/regions and where applicable hold designated titles (such as SMF or PCF designations). They are supported in the execution of their functions and activities by a global team of specialists but maintain ultimate decision-making authority and control via oversight of all parts of programmes and activities that impact on their country/region.
  • Global Risk & Compliance – narrowly focussed specific functions or areas, providing deep subject matter expertise, framework design and execution support and standardisation across the group in the areas of Regulatory Compliance, Risk Management and Strategy, Testing and Assurance, Regulatory Engagement and Reporting, and Privacy and Consumer Protection.

The Senior Compliance Manager – Assurance and Testing is a global specialist role, operating and coordinating across multiple regulatory regimes.

The role and what you'll do

We’re looking for an experienced individual, based in Ireland, to lead the global compliance assurance and testing function – providing independent review of control effectiveness across all regulatory domains. This role requires a strategic senior manager who can provide independent review of control effectiveness while developing and implementing robust testing methodologies that ensure regulatory compliance and support business objectives.

  • Compliance Assurance Programme Management
    • Lead and manage comprehensive global compliance assurance programmes covering all regulatory domains and jurisdictions.
    • Develop and maintain enterprise-wide compliance testing strategies, methodologies, and frameworks.
    • Ensure alignment of compliance assurance activities with regulatory expectations and business objectives.
  • Global Testing Programme Execution
    • Plan and execute comprehensive global compliance testing programmes across all business units and regions.
    • Establish specialised testing approaches for different regulatory areas and compliance requirements.
    • Coordinate compliance testing for new regulatory requirements and regulatory change implementation.
    • Drive testing automation and technology enhancement initiatives to improve efficiency and effectiveness.
  • Independent Control Effectiveness Review
    • Provide independent review and assessment of compliance control effectiveness across all regulatory areas.
    • Establish standardized control testing methodologies and ensure consistent application across global operations.
    • Conduct risk-based compliance testing programmes prioritizing high-risk areas and regulatory requirements.
  • Analysis and Reporting
    • Establish comprehensive testing results analysis and reporting frameworks.
    • Lead root cause analysis for compliance testing findings and control deficiencies.
    • Develop executive and board-level compliance assurance reporting covering testing results and trends.
    • Lead compliance assurance metrics development and performance measurement.
  • Coaching and Development
    • Lead team development and capability building initiatives.
    • Provide guidance to team members on an ongoing basis, upskilling them and helping them understand methodologies, test scripts, and best practices.
    • Coordinate resource management and allocation across global operations.
  • Stakeholder Management
    • Work closely with senior stakeholders from all three lines of defence to ensure the effective and impactful delivery of reviews.
    • Collaborate with internal audit function to ensure comprehensive testing coverage and avoid duplication.
    • Coordinate with risk management teams on integrated risk and compliance testing approaches.
    • Work closely with business units to schedule testing activities and minimise operational disruption.
  • Regulatory Examination Support
    • Provide support for regulatory examinations and supervisory activities across all jurisdictions.
    • Lead compliance testing evidence preparation and documentation for regulatory reviews.
    • Support regulatory examination planning and response coordination.
    • Drive lessons learned integration from regulatory examinations into testing methodologies.
    • Lead compliance assurance aspects of regulatory relationship management.

What you'll bring

  • Compliance Assurance Experience: Significant experience conducting and leading assurance reviews and issue validation work within Risk and Compliance functions. Proven track record of building and managing compliance testing and assurance programs across multiple jurisdictions; and ability to translate complex regulatory requirements into practical testing methodologies.
  • Environment: Demonstrable experience in global, matrixed environments, including coordinating across time zones, cultures, and reporting lines; preferably in a payments or fintech environment.
  • Knowledge: Understanding of multiple regulatory frameworks across key jurisdictions (EU, UK, APAC and US), including the ability to interpret and apply common principles across jurisdictions, testing methodologies, and risk assessment frameworks. Deep knowledge of compliance testing methodologies, frameworks, and best practices across multiple regulatory domains. Professional certifications such as from the International Compliance Association (ICA), or other relevant credentials preferred.
  • Technical: Experience with compliance testing technologies, automation tools, and assurance platforms. Strong project management skills with experience leading cross-functional testing initiatives.
  • Team: Strong communication and influencing skills, capable of working with senior leaders across business and risk domains; experience managing a small team on a day-to-day basis, prioritising work to meet deadlines, and coaching more junior team members to help them develop and ensure they deliver high-quality work.
