Midlothian Council are seeking applications for the post of Road Safety and Policy Manager. As the fastest growing local authority in Scotland, our network is growing at pace which brings added pressure to deliver safe, usable assets.

Leading a team of Senior Roads officers, Roads officers and technicians, you will be a visible, approachable leader who is solutions-based. A confident communicator both written and verbally, you will draft policy, reports and notices for approval by senior leadership as well as attend public meetings as required, some of which may be out with conventional office hours.

The post is fast-paced with a diverse workload, and much of the work will require governance and consultation, as well as application for project funding from external partners such as Transport Scotland and Sustrans. Experience of these mechanisms would be advantageous.

The Successful Applicant Will Have:

  • A diverse knowledge of road services and be adaptable to change.

Areas which fall within the remit of this post include:

  • Road safety – to include safe routes to school, play streets, school streets, active travel delivery.
  • Road construction consent – overseeing approval and delivery of construction projects by both internal and external contractors.
  • Active travel – to include bikeability and active travel in schools.
  • Project delivery – procuring, tendering and delivering projects within the road safety umbrella.
  • Planning consultation – being a key contributor from Midlothian Road Services as principal consultee on planning applications.

Knowledge:

You will be educated to degree level in transport planning, civil engineering or a related discipline supported by Incorporated Civil Engineer status or a professional postgraduate qualification in an equivalent area. A candidate who has not gained a degree or a professional qualification but is qualified to HND level or equivalent and can demonstrate relevant experience and professional competence will be considered at an appropriate starting salary level.

Experience of formulating and developing local transport strategies including the assessment of the environmental impact of these strategies as well as actively providing input to the regional transport strategy is essential. The ability to work on your own initiative together with strong interpersonal and report writing skills are essential requirements for this post. Previous experience of staff management and IT skills in Microsoft Office are desirable together with knowledge of development planning.

Requirements:

Compliance with the mandatory Cabinet Office PSN (Public Sector Network) Code of Connection requires the Council to meet a baseline personal security standard. This requires completion of a disclosure check for all employees who can access official information.
